Governing the Environment in the People’s Republic of China: Using the Social Governance Framework to Analyze Environmental Governance in the PRC from 2010 to 2020

Since 2013, the CPC (Communist Party of China) has articulated that all governance should follow the model of social governance. Social governance dictates that the market, the state, and civic/social organizations must operate in equilibrium in order to achieve efficient governance This has presented a paradox: Social governance necessitates the inclusion of non-state systems in the governance process in order to expand the capacity of governance. However, those very systems may undermine the CPC’s legitimacy by calling into question their ability to govern efficiently. This thesis thus seeks to investigate how the CPC is applying social governance in its environmental policy design, implementation, and enforcement.
