To what extent can Utilitarianism provide a solution for the problem of overpopulation?

How are we supposed to solve overpopulation? Some state that utilitarianism is the right ethical theory that might provide us a solution for the problem. However, this ethical theory deals with many implication, such as allowing procreation of lives that are barely worth living. In this thesis I solved this implication by applying the Golden Mean, which provided us a certain condition for procreation.
