- De exigentietheorie van Bitzer vertelt ons dat een retorische situatie om een passend retorisch antwoord vraagt. Met een retorische situatie wordt ook wel een crisissituatie bedoelt die een persoon uitnodigt iets tot een bepaald publiek te zeggen. Binnen deze situatie is dan ten minste sprake van één exigentie: een zeer acuut of concreet probleem. De situatie schrijft volgens Bitzer het soort reacties voor die kunnen worden gemaakt. Het is van belang om in een toespraak een passende reactie te geven op een buitengewone (historische) situatie, omdat een spreker ongepast kan overkomen of het risico loopt negatief beoordeeld te worden wanneer hij of zij de historische situatie negeert. Wanneer een spreker een passende reactie kan geven op een exigentie, kunnen verschillende kansen worden benut. Allereerst kan de spreker zijn of haar ethos vestigen en versterken door de situatie te noemen. Daarmee geeft de spreker blijk van medemenselijkheid. Ten tweede kan de exigentie voor inhoudelijk beleid worden ingezet. Deze tweede kans kent echter ook een risico: een spreker kan negatief overkomen bij het publiek wanneer het lijkt alsof de spreker een vreselijke situatie (zoals een vliegramp) bewust ‘gebruikt’.
