Difference in water safety policy between Japan and The Netherlands

This thesis examines the causes of the current differences in water safety policy between japan and the Netherlands. Due to the increasing effects of climate change, countries along the coast may experience flooding problems sooner. A comparison of the causes of the differences could add value to the current knowledge regarding the future threat of flooding. The causes of these differences in approach are examined from the theory of policy learning
