Data on a Legal Leash: Exploring Data Localization Measures in the People’s Republic of China, the Republic of Korea, and Japan

The thesis centers on data localization practices in East Asia and their wider political, legal, social and economic context, in order to challenge prevalent narratives in current scholarship on data localization. Previous scholarship has been occupied with assessing the severity and creating a categorization system, without sufficiently investigating the main drivers behind the policies. Moreover, western academics have overlooked important data localization practices, due to an exagerated focus on personal data and privacy. As a consequence, other types of data localization, such as that of spatial data in the ROK, has been neglected in academia.
