Shaping Truths in Discourse: A Foucauldian Analysis of the Liberian Truth and Reconciliation Commission: What is the effect of discursive formation on policy output?

The act of truth-telling can reshape power dynamics within societies, shifting the locus of control and influence. Utilising a Foucauldian approach, this study examines how discourse, as a mechanism of power, shapes and is shaped by the policies that emerge in post-conflict reconciliation efforts. This thesis investigates the impact of discursive formation on policy output within the context of the Liberian Truth and Reconciliation Commission (TRC). Through a critical discourse analysis (CDA) of the TRC's mandate, transcripts, and final report, this research explores how power, dominant narratives, and socio-political contexts are constructed and contested within the TRC's operations. Findings suggest that while the TRC fosters a certain narrative of national unity and healing, it may also perpetuate existing power imbalances and overlook diverse perspectives.
