Perception on NATO's performance: Analyzing NATO's performance through the lens of Operation Unified Protector

This thesis examines the relationship between contributions and perceptions of NATO's performance, focusing on Operation Unified Protector (OUP) in Libya. Using Vroom's Expectancy Theory, it analyzes the influence of valence, instrumentality, and expectancy on mission success perceptions in the United States and the Netherlands. The findings highlight that valence significantly impacts perceptions, particularly when mission goals align with national interests. Instrumentality is crucial for smaller contributors, while expectancy played a minor role in shaping perceptions. These insights reveal how contribution levels influence narratives about NATO’s effectiveness. While limited to two member states, the study provides a foundation for further research into NATO burden-sharing dynamics
