Academic studies show that focusing events can cause an acceleration in policy change in a short period (Alimi & Maney, 2018; Birkland, 1997, 1998, 2006; Kingdon, 1995). This begs the question of elucidating the underlying explanations and unraveling the dynamics inherent in this process. Therefore, this research aims to answer to following main question: How can policymaking processes in response to focusing events be explained? This study tries to answer this question by conducting a qualitative single case study focusing on the experiences of involved public officials. The case study concerns the policymaking process of the ‘Broad Offensive against Organized Undermining Crime’ (BOTOC) policies, developed in response to the liquidation of Derk Wiersum on September 19, 2019.
