The Challenges of Security Networks – The Case of the Dutch NCTV: What are the challenges to the effectiveness and legitimacy of the Dutch NCTV as a  security network

This thesis paper investigates what the challenges are to the effectiveness and legitimacy of the Dutch National Coordinator for Counter-terrorism and Security (NCTV) as a security network. Having dealt with recent public controversies around surveillance practices and legal uncertainty, this research examines the NCTV’s hybrid role through the lens of governance network theory. Using a qualitative case study approach, this research is based on a semi-structured expert interview with a senior coordinating policy officer at the NCTV which is further strengthened with policy documents, parliamentary reports, and media investigations. The findings reveal that the NCTV functions as a flexible and coordinating actor that often fills institutional gaps where other actors lack the mandate or willingness to act. This study identifies six themes being, the expansion of the NCTV’s role, the effectiveness/legitimacy trade-off, the impact of new legislation, the role of informal networks, episodic public legitimacy, and the significant influence of leadership. These findings show how the NCTV’s governance of security if formed. This thesis contributes to debates on hybrid governance and underlines the need for clear legal frameworks, accountability, and transparent communication in the coordination of national security agencies.Show less
