The Impact of the Russia-Ukraine War on EU Security Cooperation with Non-EU NATO Members: Türkiye and Norway

The Russia-Ukraine War has profoundly transformed European security order and accelerated the EU’s evolution as a security actor. This study examines how Russia’s full-scale invasion of Ukraine in 2022 has impacted the EU’s security cooperation with non-EU NATO members, focusing on Türkiye and Norway. Drawing on realism as the main theoretical framework and classical geopolitics as a complementary perspective, the analysis explores how shifts in threat perception, power balances, and strategic interests have shaped cooperation patterns. This study contributes to the literature on EU security actorness, highlighting both the possibilities and limits of EU cooperation with third countries in a rapidly evolving European security architecture.
