Responsiveness in the European Commission’s legislative agenda-setting

The goal of this thesis, entitled ‘Responsiveness in the European Commission’s legislative agenda-setting’, is to depict whether and to what extent the Commission use public consultation in its legislative agenda- setting. The thesis analyses the presence of public consultation in the Commission’s legislative proposals across the division of EU Competences. The thesis curates a new dataset, using information provided in legislative proposals available at the European Parliament Legislative Observatory database. The thesis uses quantitative method and conducts binary logistic regression analysis to demonstrate the presence or absence of public consultation across various policy areas. The results predict that the European Commission use public consultation in policy areas of supporting competences rather that exclusive EU competences and shared competences. These findings contribute to the existing body of literature, by uncovering patterns of Commission’s responsiveness and shedding light into the relationship between public policy and public opinion.Show less
