Laugh, Bully, Inform: Netizens deal with the Filipino Flood Control Projects Scandal

The Philippines cannot seem to catch a break with the natural disasters. The flood control projects scandal has brought to light that allegedly P118 billion pesos have been lost due to corruption. Barely any flood control is built despite the billions of pesos invested. So, that explains part of why the current natural disasters were so devastating. This thesis incorporates statistical analysis using the ABS data survey and reflexive thematic analysis on TikTok reels. With this I analyse if there is a statistical significance for corruption perception and trust in government in the Philippines. Moreover I explore and establish themes in the online discourse around the DPWH scandal on TikTok over August 2025 to January 2026.
