- The leading question throughout this thesis was what happens when a crisis occurs within the dynamics of this power relationship. I studied this through the case study of the Syrian refugee crisis from 2015 onwards in the context of Utrecht. I specifically looked into why and how the state creates space for new actors of the civil society to take on the responsibility of the state. Three chapters elaborated towards an answer to my research question of to what extent does the emergence of the refugee crisis affect power dynamics between state and non-state actors?
