Not only because of military escalation in the East or the instability in the European Neighbourhood with regard to migration, but upheaval in the structures we thought to be invincible as well: America and NATO, and Brexit. Unexpected changes don’t necessarily lead to instability when autonomy is guaranteed. How can this be achieved for the EU? After analysing said influence in four dimensions of European strategic autonomy, the reader is presented with the conclusion that the CSDP has only had a relatively small influence, and many problems with its DNA prevent the Union from taking the steps required to become self-sufficient in an increasingly hostile environment.Show less

The Strategic Compass was set up to give the...Show moreThe purpose of this study is to see if the collective action perspective can explain the contribution of the Netherlands to this Strategic Compass. The Strategic Compass was set up to give the European Union a direction for a common defence policy, enabling the European Union to act more independently and be better prepared. This study looked at the Strategic Compass from three levels: the national, EU, and international levels. Additional factors were added that play a mediating role in international defence cooperation to see if these were also essential in the case of the Strategic Compass. The levels mentioned above and factors were examined through document analysis and six interviews with actively involved policy advisors, experts, and an active officer in the Armed Forces. One of the most important findings of this study is that there is a realisation within the European Union that the organisation must take responsibility for its defence policy and that the Strategic Compass can provide a direction for the EU which has been missing. In addition, the Netherlands has not contributed enough in recent years and is now improving this with a more active role and investment in defence. Therefore, the Strategic Compass fits well with the policy the Dutch government wants to implement. The study shows that the collective action perspective can be successfully used to explain the contribution of the Netherlands to the Strategic Compass. Nevertheless, according to the document and interview analysis, several factors were essential, including trust, standardisation, sovereignty, and interoperability. Based on this research, the study recommends that the collective action perspective be used more often to analyse European forms of cooperation, such as the missions of the Rapid Deployment Capacity. In addition, the study recommends exploring the opinions of soldiers currently active in international missions to see how they view cooperation with other armed forces. Finally, it indicates why the Netherlands should take its active role seriously and follow the example of France and Germany.Show less

In deze organisaties kunnen verschillende institutionele logica’s heersen, verschillende waardenstelsels. Als gevolg hiervan wordt in de literatuur twijfels getrokken bij de mate waarin publieke waarden geborgd kunnen worden bij een te grote nadruk op private waarden. De woningcorporatiemarkt staat onder druk. Aedes, de branchevereniging, en de Autoriteit Woningcorporaties spreken hun zorgen uit over de mate waarin corporaties hun publieke doel kunnen blijven volbrengen. Gekeken vanuit de 'social welfare logic' en de 'commercial logic' wordt in dit onderzoek lering getrokken hoe woningcorporaties omgaan met publieke en private waardestelsels bij hun strategie bepaling. Aandacht wordt gegeven aan de mogelijke gevolgen van concurrerende logica waarbij als tegenhanger een sterke bedrijfsidentiteit is gevonden. Daarnaast wordt onderzocht of participerende of niet-participerende discourses worden ingezet als afstemmingsvormen in de twee case-studies.Show less

Het Zorg- en Veiligheidshuis Haaglanden (ZVHH), is een brede netwerkorganisatie waar justitiële, bestuurlijke en zorgorganisaties onder regie samenwerken om deze problematiek integraal aan te pakken. De wetenschappelijke literatuur erkent de voordelen van dergelijke netwerkorganisaties maar signaleert ook een dilemma. Hoe meet je prestaties en leg je vervolgens op gedegen manier verantwoording af als netwerk? Het onderzoek richt zich op dit vraagstuk aan de hand van de centrale onderzoeksvraag: welke voorwaarden zijn bepalend voor het met succes kunnen doorvoeren van een systeem van verantwoording c.q. accountability en prestatiemanagement binnen het Zorg- en Veiligheidshuis Haaglanden als onderdeel van een bredere netwerkorganisatie? Om optimale resultaten vanuit een netwerk te behalen en verantwoording te kunnen afleggen, introduceren Goldsmith en Eggers (2004) een complex framework van strategieën. Voor het onderzoek werd dit verrijkt met de ontwerpprincipes van De Bruijn (2006) om ook recht te doen aan het spanningsveld tussen bestuur en de uitvoering van publieke organisaties. Aan de hand van interviews en deskresearch werd, als maat voor de effectiviteit van het ZVHH, onderzocht hoe de onderdelen van het model met elkaar samenhangen en in hoeverre zij in balans zijn. Uit het onderzoek bleek dat de ‘zachte’ onderdelen gedeelde doelen, waarden, vertrouwen en change management sterker vertegenwoordigd waren dan de harde onderdelen incentives, risicodeling en prestatiemanagement. Hier komt bij dat change management vooral terugkomt in beleidsstukken en in mindere mate door de uitvoering wordt ervaren. Op bestuurlijk niveau is deze disbalans misschien niet problematisch maar in de uitvoering hebben professionals hier wel degelijk last van omdat organisatiedoelen en waarden op casusniveau ook kunnen botsen. De aanbevelingen richten zich enerzijds op het vergroten van het mandaat van het stafteam als beheerder (integrator) van het netwerk zodat zij de samenhang tussen de componenten van het framework en het lerende vermogen van het netwerk kan vergroten (change management). Anderzijds dient er meer balans te komende door de ‘harde’ componenten van het framework te versterken. Het advies is om hiervoor concrete resultaatgerichte prestatieafspraken met de verschillende netwerkpartners te maken en deze prestaties zorgvuldig te meten.Show less

Het doel van dit onderzoek is uitspraken te doen over de effectiviteit van twee Nederlandse veiligheidsnetwerken die zich bezighouden met financieel rechercheren, om georganiseerde criminaliteit aan te pakken door zich te focussen op het afpakken van crimineel geld en/ of aanpak van witwassen. Waarbij de effectiviteit iets zegt over de mate waarin het netwerk publieke waarde creëert volgens de kenmerken (indicatoren) van het model van Mark Moore (1995, 2003). De centrale onderzoeksvraag luidt: Welke verklarende factoren zijn bepalend voor de netwerkeffectiviteit van veiligheidsnetwerken die verband houden met financieel rechercheren? Er zijn drie verschillende ideaaltypische aansturingsvormen van netwerksamenwerkingen te definiëren (Provan & Kenis, 2008), met ieder een eigen ‘set’ van netwerkkenmerken t.a.v. onderling vertrouwen, doelconsensus en publieke waarde: 1. Zelfregulerend netwerk: een gezamenlijke aansturing door een meerderheid van netwerkleden; 2. Leidersorganisatie netwerk: een aansturing door één of twee leidende organisaties; 3. Netwerk Administratieve Organisatie (NAO ): Een aansturing door een afzonderlijke netwerkmanager die feitelijk een belangrijke functie heeft in de koersbepaling van het gehele netwerk. Voor de publieke waarde (Public Value) bepaling is de strategische driehoek van Mark Moore (1995) gebruikt. In dit model moet de publieke bestuurder afstemming zoeken tussen organisatorische capaciteit, legitimiteit en publieke waarde om tot waardecreatie te komen (Moore, 2013). De verwachting is, dat een grotere mate van aansluiting tussen de netwerkindicatoren en de gekozen netwerkvorm zal leiden tot een hogere publieke waarde. Het Combiteam lijkt hiervoor de beste randvoorwaarden te bieden gelet op het structurele karakter van de samenwerking. Voor het toetsten van de verwachting zijn de volgende kernvragen geformuleerd: • In welke mate komen de netwerkkenmerken overeen met de ideaaltypische organisatievorm van Provan en Kenis? • Kan er een algemene uitspraak gedaan worden over de onderzochte netwerken op de Public Value Score (PVS)? De combinatie van de PVS en de correlatie tussen organisatievorm en netwerkkenmerken levert dan verklarende factoren voor de mate van effectiviteit. De uitvoering van het onderzoek bestaat uit documenten-analyse, literatuuronderzoek en interviews. De 1e deelconclusie voor beide netwerken is dat ze beide over voldoende operationele capaciteit beschikken om hun taken uit te voeren. Beide netwerken hebben in hun missie en visie statement strategische doelen geformuleerd die de publieke waarde moeten bevorderen. Echter, vastgesteld kan worden dat beide netwerken meer op kwantitatieve doelstellingen gefocust zijn en hierop ook beoordeeld (willen) worden door de externe actoren. Hiermee raakt dit de reikwijdte van de output van het netwerk. Door zich te focussen op alleen de kwantitatieve doelstellingen is er sprake van een aanpak die meer op incidenten berust voor de korte termijn dan op een groter systemische aanpak gericht op de langere termijn. Een 2e deelconclusie is dat bij casus 1 (Combiteam) netwerkkenmerken en netwerkvorm iets meer in balans lijken dan bij casus 2 (ILT-IOD). Het Combiteam functioneert waarschijnlijk hierdoor iets effectiever dan het ILT-IOD en lijkt daarmee iets betere randvoorwaarden te hebben voor effectief optreden. De correlatie tussen netwerkkenmerken en organisatievorm levert dan ook in dit onderzoek geen overtuigende verklaring voor de effectiviteit van beide netwerken. Structurele samenwerking daarentegen lijkt wel een beter klimaat te bieden voor effectiviteit voor de langere termijn.Show less
There is widespread awareness and acknowledgement amongst academia, governments, policy makers and private sector that space debris is an international problem, critical and urgent matter and a...Show moreThere is widespread awareness and acknowledgement amongst academia, governments, policy makers and private sector that space debris is an international problem, critical and urgent matter and a growing policy concern. The increasing dependence on space (technologies) in our society underlines the urgency for a close examination of outer space as a social, political and managerial object that requires renewed focus and new approaches in space governance. This thesis utilizes a social-constructivist and material-semiotic approach to space policy analysis by explaining how branding enabled the European Space Agency (ESA) to mobilise and translate specific ideas of a ‘clean space’ for international transfer. Environmental regulations and the wide acknowledgment within the international community of the space debris problem has led to international collaboration on space debris mitigation technologies and the sharing of best practices, technology, knowledge and equipment. Clean Space is a space policy idea and cross-cutting initiative that is branded by ESA to identify, differentiate and mobilise a specific vision of space, including various branded ‘entities’ or ‘objects’, e.g. cleaner technologies, in-orbit services and eco-design. The outcomes and findings show that in the past ten years ESA and the Clean Space team has continuously mobilised, transferred and translated various ‘things’ for international audiences and across social and political systems, including space policy ideas (e.g. safety, sustainability and debris neutrality), scientific knowledge (e.g. CDF studies), international standards and regulations (ISO and ESA requirements, guidelines and handbooks), and (green and clean) technologies, processes and services (e.g. LCA, IOS and ADR). This construction, mobilisation and cross-jurisdictional ‘travel’ of policy, science and technology is successfully enabled and facilitated through co-creation of value in the ‘golden triangle’ of public organisations, industry and academia. This resulted in continuous development of public values (transparency, organisational trust and accountability) and mobilisation and binding of public and private space actors to ESA's governance and policy processes by strengthening internal relations and establishment of external relations. Although various key brand strategies are observed and identified, there is a lack in strategic application of branding principles and continuous maintenance in terms of communication, which may lead to untapped brand potential. Due to the limited control of the brand manager and information overload, it is recommended to (re)develop communication plans and activities, implement integrative and interdisciplinary collaboration and management strategies, and apply continuous maintenance strategies in order to achieve intense alignment of messaging of core principles to various brand stakeholders and audiences. Further studies should namely focus on expanding research on space policy branding and science-based brands in order to acquire conclusive outcomes, identify conditions that lead to success for science-based brands of space agencies, and develop theoretical frameworks for adapting branding principles to the public sector, namely in the fields of diplomacy, international affairs, climate crisis and science & technology.Show less
