The purpose of this study is to provide an assessment of chat robots in the Dutch public sector supported by a private entity. The current developments of Artificial Intelligence are providing a wide array of opportunities for chat robots to be implemented. The application of these technologies, however, is associated with challenges and limitations. The research consists of a literature review, a case study, an interview study, and a qualitative study on the application of Artificial Intelligence in the Dutch public, analysing policy documents, media reports, and empirical studies. This thesis could be considered a steppingstone for public-private partnerships facilitating Artificial Intelligence implementation in the public sector by addressing the Dutch Police Force, the current Wout product owner, and the Wout users.Show less

The VCPO uses OSINT in order to...Show moreThis thesis investigates the role that open source intelligence (OSINT) plays for the detection of crime by the Dutch virtual community police officer (VCPO). The VCPO uses OSINT in order to improve tendencies, trends and in virtual communities, to proactively prevent crime and to focus on high risk individuals or areas. OSINT can also contribute to precise responses to incidents. And the VCPO has a advantage using OSINT for the detection crime since they are closely involved with the physical neighborhood in comparison to other departments using OSINT. On the other hand, because there is lack of task division between police departments and VCPOs and there is lack of structure on when and what the VCPO is monitoring with OSINT, there are privacy concerns. Furthemore, the VCPO does not always have the digital skills to use OSINT in a safe and effective way. So there is need for correspondence between police departments and the VCPO and a clear structure on what the task of a VCPO consists of.Show less

For the...Show moreThis study examines possible ways the use of body-worn cameras (BWCs) may influence the legitimacy of police officers in the Netherlands, particularly in the context of community policing. For the analysis, a document study was conducted on six relevant reports published by (researchers by instruction of) the Dutch police force. Additionally, a semistructured interview was conducted with an area-bound police officer. The analysis process consisted of coding both the reports and the interview in Atlas.ti. Codes were derived from four identified dimensions of police legitimacy: police lawfulness, police distributive fairness, police procedural fairness and police effectiveness. The main conclusions that were drawn from this research are that: BWCs may either negatively or positively impact police lawfulness in general policing and may negatively impact police lawfulness specific to community policing. BWCs may either negatively or positively impact police distributive fairness in the case of both general and community policing. BWCs may positively impact police procedural fairness in the case of general policing and either positively or negatively in the case of community policing. BWCs may positively impact the police effectiveness in the case of general policing and either positively or negatively in the case of community policing. The key difference identified for this difference is community police officers making less use of their BWC with the goal of officer-community relations in mind. The main limitations of this research are in its limited timeframe and selection of empirical material.Show less
