This thesis explains how the conditionalities of the CCT program Progresa/Oportunidades in Mexico (1997-2015) contributed to a reproduced limitation of the Right to Social Security for indigenous...Show moreThis thesis explains how the conditionalities of the CCT program Progresa/Oportunidades in Mexico (1997-2015) contributed to a reproduced limitation of the Right to Social Security for indigenous peoples because the existing structure was maintained. In this existing structure, indigenous peoples face structural barriers that keep them excluded from social protection. The argument in this research is in line with a human rights-based approach, that argues that conditionalities may limit the Right to Social Security if barriers are not taken into account and monitoring and sanctioning is overtly strict. Process tracing was used to carry out a policy evaluation of Progresa/Oportunidades. This thesis contributes to the already existing evaluations of the program since none of them have focused on the negative effect of conditionalities on the Right to Social Security for indigenous peoples.Show less
