In the thirty years following the Second...Show moreThis thesis investigates the effects of government satisfaction and political trust on public attitudes towards the ‘social investment’ state in Italy. In the thirty years following the Second World War, advanced industrial economies established the welfare state to protect (male) breadwinners against income loss due to old age, disability, sickness, or unemployment. However, since the post-war years, the structure of social risks has changed dramatically. The dilemmas of modern societies comprise long-term unemployment, in-work poverty, precarious jobs, single parenthood, and a growing difficulty in reconciling work and family life. These challenges have called for a recalibration of the traditional welfare state towards a ‘social investment’ model focused on the generation, preservation, and mobilisation of human capital. However, welfare state recalibration remains, for some countries more than others, an arduous challenge. Welfare state institutions successfully adapted to the emergence of new social risks in the Nordic countries, but not in Southern Europe, still lagging behind. Why has it been so difficult for some welfare states to implement future-oriented strategies? Under which conditions would citizens be willing to accept welfare state modernisation based on social investment measures? Focusing on the Italian case, this thesis argues that a recalibration towards future-oriented reforms is complicated by the low levels of political trust that characterise the Italian welfare regime. Relying on micro-level data from the eight wave of the European Social Survey (ESS), the empirical analysis investigates the effects of governmental trust and satisfaction on the willingness of Italian citizens to support recalibration towards social investment, financed through retrenchment of existing social benefits or tax hikes. The evidence confirms that trust and satisfaction encourage the disposition of Italians to support investment-based reforms that are costly in action at present, with uncertain future outcomes. Overall, these findings suggest that governments’ trustworthiness broadens our understanding of the political viability of future-oriented policymaking under financially constrained scenarios.Show less

By the end of the previous decade, the EU recognized the need to strengthen its climate policy to address the climate crisis. At the end of 2019, Ursula von der Leyen, President of the European Commission (EC), declared the European Green Deal (EGD) as the new top priority. The EGD aims to achieve zero net greenhouse gas emissions by 2050, decouple economic growth from resource use, and ensure that no one and no place is left behind. This thesis explores how the grand EU integration theories, neofunctionalism and liberal intergovernmentalism, can be used to explain the content of the EGD by conducting a theory-testing qualitative analysis case study. Text analysis of cabinet reactions showed levels of agreement indicating degrees of influence. High levels of agreement, and thus strong influence, were found. A supplementary citation analysis of parliamentary debates showed references to reports indicating types of influence. Very limited references were found. In conclusion, the WRR possesses expert influence to a great but limited extent.Show less

However, military cooperation is lagging behind. Various factors such as the war in Ukraine show that the EU must pull together and not remain dependent on the US and NATO. The introduction of PESCO as an instrument appears to be a step towards strategic autonomy for the European Union’s defence entity. The aim of this research is to discuss PESCO and to what extent this instrument can lead to the European Union’s strategic autonomy. The following research question was therefore used: Will PESCO contribute to strategic autonomy for the European Union's defense and if so, why? Through interviews with various experts in the field of European military cooperation and document research, there is a high degree of coherence between the member states to expand military cooperation. This also has a positive effect on external events such as the war in Ukraine, making PESCO appear to be adaptive. However, the EU's presence has not yet reached that point and NATO is still mainly looked to when it comes to military cooperation. Despite of this PESCO has shown to be promising for the near future.Show less

Against the...Show moreThis thesis delves into the intricate landscape of (green) industrial policies, focusing on Tata Steel Nederland (TSN) and its governance within the Netherlands from 2009 to 2023. Against the backdrop of global sustainability imperatives, the study navigates the evolving paradigm of industrial policies in response to climate challenges. As the manufacturing sector, particularly steel production, stands pivotal in achieving emission reduction targets, the research unravels the change in governmental rhetoric and policy outcomes towards TSN. This thesis addresses change surrounding TSN governance, injecting agency into Historical Institutionalism (HI) analysis and considers three pressures — expert knowledge, mobilisation, and salience — collectively to address existing research gaps. HI provides the theoretical lens, supported by agency to address the theory’s limitations. The directional flow of pressures, from the communicative to the coordinative policy sphere, elucidates the role of actors in inducing institutional changes. A process-tracing case study methodology is employed and the research analyses governmental documents, health reports, news articles, and interviews to trace the unfolding changes in TSN's governance. The empirical findings show a departure from historical patterns, marked by the maatwerkafspraken, as well as increased monitoring and enforcement mechanisms to ensure the company adheres to the new green industrial vision of the Netherlands. The findings indicate a necessity of coexisting pressures—expert knowledge, mobilisation, and salience—to trigger change. The absence of any one pressure prompts dynamic equilibrium in favour of the powerful interests of TSN, emphasising the need for high pressure in the communicative policy sphere.Show less

The heightened attention on performance information and goal prioritization characterizing NPM collides with political preferences and aspirations. The dissertation explores how political interferences influence the prioritization of goals in Dutch local governments. The research expects that the presence of conflicting goals will foster reprioritization considerations during bureaucratic performance evaluation. Through an experimental approach, combining the Experimental Vignette Method and semi-structured interviews, the research finds that political interference leads to goal reprioritization. The employment of thematic coding and subsequent analysis detects guiding explanations cascading from political interference, reinforcing the institutional constraints within the bureaucratic domain. Finally, the dissertation identifies theoretical and methodological limitations and provides practical implications for policymaking and suggestions for the reduction of institutional constraints in bureaucratic evaluation.Show less

Hiertoe is een casestudie uitgevoerd naar het Algoritmeregister van de Nederlandse overheid. Daarbij is gebruik gemaakt van een combinatie van literatuuronderzoek, deskresearch en semigestructureerde interviews met deskundige praktijkmensen uit de publieke sector van Nederland. De bevindingen laten zien dat een nationaal algoritmeregister bijdraagt aan de transparantie en verantwoording over de inzet van AI en algoritmen door de overheid. Niettemin onderstrepen ze ook het belang van een wettelijke verplichting voor publieke organisaties om hun algoritmen écht te publiceren in het algoritmeregister.Show less
In kranten, tijdschriften, op sociale media en in de politiek wordt sinds 2021 steeds vaker gesproken over een verminderd vertrouwen in het openbaar bestuur, politici en ambtenaren (Van der Meer,...Show moreIn kranten, tijdschriften, op sociale media en in de politiek wordt sinds 2021 steeds vaker gesproken over een verminderd vertrouwen in het openbaar bestuur, politici en ambtenaren (Van der Meer, 2023). Er wordt zelfs gesproken van een zogeheten crisisgevoel in de samenleving. Dit crisisgevoel is ontstaan door een combinatie van verschillende nationale en internationale crises (Van der Meer, 2023). De oorzaak hiervan is dat in de afgelopen jaren verschillende crises hebben plaatsgevonden waarbij, direct of indirect, sprake was van overheidsfalen. Denk onder meer aan de Inflatiecrisis, de Energiecrisis, de Klimaatcrisis, de Stikstofcrisis, de Statushouders- en Vluchtelingencrisis, de Woningmarktcrisis en de Toeslagencrisis (Van der Meer, 2022). Deze crises hebben een zekere vorm van wantrouwen aangewakkerd in de samenleving ten opzichte van het openbaar bestuur. Het vertrouwen in het openbaar bestuur leek eind 2022 een dieptepunt te hebben bereikt. Tekenend hiervoor waren de omgekeerde vlaggen die overal in het land hingen. Wel moet gezegd worden dat het verminderd vertrouwen zich niet beperkt tot het openbaar bestuur alleen. Dit vraagstuk gaat immers verder dan het gevoel dat er sprake is van een onbetrouwbare overheid, niet goed functionerende politici of een slechte publieke dienstverlening. Het gaat juist over een verminderd vertrouwen in allerlei instituties in het land zoals banken, ziekenhuizen, de rechtspraak, de media en het onderwijs (Van der Meer, 2023; Blok & Lummel, 2022)’’. Derhalve kan worden gesteld dat beide vaststellingen waar zijn: het verminderd vertrouwen in het openbaar bestuur kent verschillende oorzaken èn is onlosmakelijk verbonden met de crises die de afgelopen jaren hebben plaatsgevonden. In deze masterscriptie wordt onderzoek gedaan naar de invloed van de Toeslagenaffaire op het verminderd vertrouwen van burgers in het openbaar bestuur en de betrouwbaarheid van publieke dienstverlening. Welke verklarende factoren spelen hierbij een rol? Hoe hangen burgervertrouwen en betrouwbaarheid van publieke dienstverlening met elkaar samen? In hoeverre is het burgervertrouwen gepolariseerd? En in hoeverre is de Toeslagenaffaire een katalysator of juist een hoofdoorzaak geweest van het dalende burgervertrouwen? De vraagstelling die laatstgenoemde vragen bij elkaar brengt en centraal staat in dit onderzoek, luidt: ''In hoeverre heeft het overheidsfalen in de Toeslagenaffaire het vertrouwen van burgers in het openbaar bestuur en de betrouwbaarheid van de publieke dienstverlening negatief beïnvloed?''.Show less

Zo zijn er zorgen over...Show moreDoor de jaren heen hebben verschillende discussies in het land de spanningen bloot gelegd tussen bestuurders van regionale samenwerkingsverbanden en gemeenteraden. Zo zijn er zorgen over besluitvormingsprocessen en is er kritiek op de legitimiteit van het regionaal bestuur. In dit onderzoek worden aanbevelingen gegeven die legitimering van regionale samenwerkingsverbanden doen vergroten. Daarbij wordt de vraag beantwoord in hoeverre bestuurders invloed kunnen uitoefenen en welke factoren nog meer van belang kunnen zijn. Regionale samenwerkingsverbanden kunnen uit verschillende soorten regelingen bestaan. De mate van legitimiteit is afhankelijk van wat soort regeling het is. Wil je de betrokkenheid, en zo ook de legitimering vergroten, kan je als raad ervoor kiezen om voor een soort regeling te kiezen waar raadsleden ook in participeren. Wanneer gekozen wordt voor een collegeregeling is het van belang de raad bij de voorbereiding goed mee te nemen. Het betekent dat je als gemeenteraad goed moet nadenken per samenwerkingsverband wat voor soort regeling dit moet zijn. Naast de verschillende verschijningsvormen van regionale samenwerkingsverbanden, is de mate van samenwerking en de manier waarop de governance is ingericht ook van belang voor legitimering van besluitvorming. Het is belangrijk dat raadsleden weten wat hun instrumentarium is. Daarnaast komt naar voren dat griffiers een cruciale taak hebben als het gaat om meer regio in de raad te krijgen om zodoende betrokkenheid te vergroten. Wanneer het gaat om de governance kan een regionale prioritering worden gemaakt, waarna gestalte gegeven kan worden aan regionale experteams, waarbij per gemeenten raadsleden worden afgevaardigd. Het gebruik van de theorie van de two level game en de toepasbaarheid op de regionale en lokale arena, heeft ervoor gezorgd dat er een beter beeld is ontstaan van de invloed die bestuurders kunnen hebben op de legitimering van bestuurlijke besluitvorming. De theorie van two level games zegt dat het van belang is dat zowel op lokaal als regionaal niveau de uitkomsten van onderhandelingen goed worden begrepen. Diegenen die als linking pin hierin acteren zijn de bestuurders. Bij het acteren in de lokale en regionale arena is het van belang dat bestuurders zich laten voeden met informatie vanuit de raad en regelmatig een terugkoppeling geven aan de raad. Zij vergroten hiermee de democratische legitmering door de raad een versterkt gevoel te geven van controleerbaarheid.Show less

Het rijkstoezicht vindt plaats vanuit deze overheid. Dit onderzoek richt zich op de mate waarin toezichthouders bij het uitvoeren van risico-gestuurd toezicht op jeugdhulpaanbieders geconfronteerd worden met conflicterende waarden en of de manier waarop de betrokken toezichthouders hiermee omgaan kan worden verklaard. Vanuit de observatie van vijf analysebijeenkomsten en vijf verdiepende interviews komen 72 besluiten naar voren. Besluiten gebaseerd op waarden van transparantie en wederkerigheid (theta-waarden) komen binnen deze 72 besluiten het meeste voor, gevolgd door besluiten rondom effectiviteit en efficiëntie (sigma-waarden). Naar aanleiding van de observaties en interviews concludeert dit onderzoek dat de professionele waardenvoorkeur veelal vanuit intern collegiaal overleg wordt gevormd. Hiertoe staat de toezichthouders een aantal middelen te beschikking: het laten meelezen van rapporten; intervisiegesprekken; teamvergaderingen; of, moreel beraad. Thema’s als het proportionaliteitsbeginsel en de responsiviteit van het toezicht benoemen toezichthouders als belangrijke basis voor deze werkwijzen. Daarnaast komt uit de resultaten van dit onderzoek naar voren dat waardenvoorkeuren een relatie lijken te hebben met de bron van het waardenconflict. Waardenconflicten vanuit enkel open normen leiden in de meeste gevallen tot besluiten gericht op transparantie en wederkerigheid (theta-waarden). Wanneer gezien wordt dat er een normovertreding speelt wordt daarentegen gezien dat besluiten meer gericht zijn op waarden rondom effectiviteit en efficiëntie (sigma-waarden).Show less
