Perceived to strengthen citizen representation and improve policy outcomes, as such member involvement and organisational capacity are key attributes. In order to achieve this role, CSOs must possess the capability to influence decision-making processes. This thesis investigates the realisation of these attributes at the national level of European Union member states through quantitative analysis. The outcomes highlight noteworthy variations across EU member states. In Eastern countries, member involvement emerges as a catalyst for achieving heightened access to decision-making. Conversely, for CSOs in Western and Scandinavian nations, neither member involvement nor organisational capacity significantly corresponds to access within the decision-making realm.Show less

Voor dit onderzoek is gekozen voor een single case study met als casus de gemeente Leiden. De aanleiding voor dit onderzoek is de huidige participatiesamenleving, waarin burgers vaker zelf initiatief nemen om invulling te geven aan hun directe leefomgeving en waarin van ambtenaren wordt verwacht dat zij op deze initiatieven reageren en deze waar mogelijk ondersteunen. Ook de ambtenaren binnen de gemeente Leiden krijgen in toenemende mate te maken met burgerinitiatieven. Het doel van dit onderzoek is om interne factoren die mogelijk invloed hebben op de mate van ambtelijke responsiviteit te identificeren aan de hand van bestaande literatuur en aan de hand van een kwalitatieve case study binnen de gemeente Leiden te analyseren welke van deze factoren invloed hebben op de mate van ambtelijke responsiviteit. De onderzoeksvraag die centraal staat in dit onderzoek is: “Wat kan de mate van responsiviteit van ambtenaren op gemeentelijk niveau ten opzichte van burgerinitiatieven verklaren?” Er zijn vier factoren geïdentificeerd die volgens bestaande literatuur van invloed zouden kunnen zijn op de mate van ambtelijke responsiviteit: de individuele overtuigingen van de ambtenaren ten opzichte van burgerinitiatieven, de organisatiestructuur van een gemeente, de organisatiecultuur binnen een gemeente en de beschikbare middelen. Door middel van het afnemen van semi-gestructureerde interviews onder elf ambtenaren van de gemeente Leiden die in hun dagelijks werk te maken krijgen met burgerinitiatieven is onderzocht welke factoren invloed kunnen hebben op de mate van ambtelijke responsiviteit. Uit de antwoorden op de stellingen en open vragen kwam naar voren dat alle vier de geïdentificeerde factoren van invloed zijn op de mate van ambtelijke responsiviteit binnen de gemeente Leiden.Show less

Specifiek wordt gekeken naar de manier waarop organisaties in de zorgsector in de periode 2019-2020 gebruik maken van media-aandacht in het NRC Handelsblad en De Volkskrant. Dit onderzoek geeft antwoord op de vraag wat voor organisaties gebruik maken van deze vorm van outside lobbying en op welke manier organisaties dit doen. Door de keuze voor de periode 2019 en 2020 wordt er zowel een “regulier” jaar onderzocht waarin de zorgsector relatief normaal functioneerde als een crisisjaar waarin het coronavirus de zorgsector op haar kop zette. Hiermee wordt ook gekeken naar de verschillen in het gebruik van media-aandacht in de lobbystrategie van organisaties in een regulier jaar ten opzichte van een crisisjaar.Show less

The combination of the potential uses of...Show moreThe increased use of scientific knowledge in the policy-process has led to the politicization of scientific evidence. This is the core of this study. The combination of the potential uses of evidence, combined with the heightened involvement of different actors, forms the basis of this study. Because of the potential of evidence in such an insecure situation, using argumentation referring to evidence is a promising strategy to gain influence. This expectation leads to the main research question ofthis study; Does the use of evidence by interest-groups impact the degree of success these groups have in pursuing their policy-goals for Corona-related policy in the Dutch context? Through analysis of 71 newspaper articles, published in Dutch newspapers during different moments of the pandemic, this study aims to test this proposed relationship. This resulted in an initially significant association between the use of evidence and the degree of success of a group. Upon closer inspection, the effect seems to be small and insignificant. There was however, a positive relationship between the use of evidence and the height of success. Groups using evidence were more frequently highly succesful than groups that did not. It might be the case that the use of evidence does not lead to more cases of success in general, but that it does lead to more cases of high degree of successShow less

Het...Show moreHet Europees transparantieregister voor lobbyisten is in 2011 geïntroduceerd, in 2015 hervormd en in 2021 verplicht gesteld aan de hand van een interinstitutioneel akkoord. Het transparantieregister heeft als doelstelling om te garanderen dat er een evenwichtige belangenafweging plaatsvindt, dat niemand onder druk wordt gezet en dat besluitvormers en informatie voor iedereen even toegankelijk zijn. Er is onderzocht wat het effect is van de inwerkingtreding van het Europees transparantieregister in 2011 en de hervormingen van het register in 2015 en 2021 op de deelname van maatschappelijke belangenorganisaties aan openbare consultaties. De evenredige belangenvertegenwoordiging die gestimuleerd zou moeten worden door het transparantieregister is onderzocht aan de hand van de beleidscapaciteit van belangenorganisaties en de inzichtelijkheid van het Europees besluitvormingsproces. Hier is uit voortgekomen dat de belangen van maatschappelijke belangenorganisaties inzichtelijker zijn geworden door de hervormingen van het register. Na 2015 konden belangenorganisaties specifieker hun belangen aanmerken, waardoor het onderscheid tussen de verschillende typen belangenorganisaties inzichtelijker werd. De hervormingen van het transparantieregister hebben geleid tot meer verbinding tussen de openbare consultaties en het transparantieregister. In ieder tijdvak neemt het aantal maatschappelijke belangenorganisaties dat deelneemt aan de openbare consultaties en staat ingeschreven in het transparantieregister toe. Echter, zijn maatschappelijke belangenorganisaties die deelnemen aan de openbare consultaties ook na de hervormingen nog steeds minder zichtbaar in het transparantieregister dan andere belangenorganisaties.Show less

De onderzoeksvraag die hierbij centraal staat is: “Hoe beïnvloeden burgerorganisaties via formele procedures en lobby de besluitvorming op provinciaal niveau?”. Dit is onderzocht aan de hand van de Duinpolderweg casus. Voor dit onderzoek is aan de hand van interviews informatie verkregen over acht burgerorganisaties die betrokken zijn geweest bij deze casus. Aan de hand van de middelen, de lobbystrategie en het gebruik van formele procedures is gekeken naar hoe de burgerorganisaties invloed uitoefenen op het provinciale beleid (Dür, 2008). Uit het onderzoek blijkt dat de grootte van de organisaties een belangrijke rol speelt bij de strategie die de burgerorganisaties kiezen. Grotere burgerorganisaties maken eerder gebruik van een outside lobbystrategie, terwijl de kleinere organisaties vaker gebruik maken van een inside lobbystrategie. De organisaties hebben allemaal gebruik gemaakt van de formele procedures om hun mening kenbaar te maken bij de provincies.Show less

By means of the...Show moreThis thesis will investigate some explanatory factors that illustrate why the victimized parents of the child benefits scandal in the Netherlands were acknowledged this late. By means of the concept of citizen lobbyists, the position of parents in their striving to put their issues on the political agenda and fight for justice will be explained. This thesis will examine the three obstacles that the victimized parents faced in their pursuit of justice, namely; the organizational- and policy capacity of the victimized parents was lacking, the dominant frame of the policy monopoly on the justification of the harsh anti-fraud policies hindered the victimized parents in putting their issue on the political agenda, and NPM reforms have led to decentralization and a focus on efficiency. Employing a qualitative research approach, a series of semi-structured interviews will be held against the backdrop of the content of existing reports on the scandal, such as the reports of the Dutch Ombudsman (2017) and the Committee-Van Dam (2020). This thesis investigates the child benefits scandal from an individual point of view, therefore adding to the existing research into this scandal.Show less
