The main objective of this study was to analyze which were the different communication and participation approaches between the Chilean Ministry of Environment and the different participating actors in the design, implementation and evaluation of this public policy. The conclusion of this study was that there is a disorganization between the Chilean State and the Chilean Ministry of Environment as well as within the ministry itself regarding this policy. Consequently, this generates a lack of coordination, leadership and resources that generates a less efficient and effective policy. This thesis also studies the presence of Embedded Autonomy, NIMBY and the Issue-Attention Cycle.Show less

El tango, por su génesis y circulación, se identificó como música popular, o perteneciente a los...Show moreLa ópera lírica ha sido considerada desde siempre como música culta, propia del consumo burgués. El tango, por su génesis y circulación, se identificó como música popular, o perteneciente a los modos de circulación cultural propios de las clases populares de Buenos Aires y Montevideo a principios de principios del siglo XX. A lo largo de la historia ha recibido influencias de otros estilos musicales como el sainete español, la habanera, la milonga criolla, el jazz, pero poquísimas son las referencias que emparentan el tango canción surgido a partir de 1916 con la ópera lírica. Por el contrario, tango y ópera están inscritos como dos géneros antagónicos, sin mayor relación aparente que la técnica vocal lírica implementada por Gardel en sus interpretaciones. Incluso hoy en día la sensibilidad respecto de esta dicotomía sigue siendo muy vulnerable. El presente trabajo está orientado a distinguir la operación narrativa del tango canción y de la ópera lírica verista, y a identificar los puntos de encuentro que pudieron tener estos dos géneros artísticos y su rol en la conformación del identitario cultural, indagando sobre los elementos comunes que aportó la inmigración italiana y sobre el proceso que hizo posible esta vinculación.Show less

El énfasis se pone a los cambios en la participación política de las mujeres a nivel nacional en el período 2000 - 2010 con el enfoque en el liderazgo político y en la agenda de género del gobierno de Michelle Bachelet. También este trabajo estudia la evolución de la participación de las mujeres como candidatas en las elecciones parlamentarias en dicho período. Para el análisis de esta temática se utilizan varias teorías de autores como Fernández Poncela, Franceschet, Fernández Ramil, Ríos y Reyes Housholder que describen ante todo la oportunidad política de las mujeres, el liderazgo femenino y la participación sustantiva y descriptiva de las mujeres que son claves para este trabajo. La mayoría de los datos fueron recogidos durante el trabajo de campo que complementa la literatura sobre esta temática. Las entrevistas con varios expertos tratan los temas de machismo, percepción de las mujeres de parte de la sociedad, el comportamiento de los partidos políticos hacia las mujeres, las razones de mayor participación de las mujeres y la figura de Michelle Bachelet y su impacto en la política chilena. El análisis intenta a responder la pregunta si el liderazgo de Michelle Bachelet ha aumentado la participación política de las mujeres y la política de la primera presidenta de Chile ha generado un aumento de las mujeres en la política nacional. El análisis muestra que el impacto de Michelle Bachelet no fue tan alto como se tenía esperado. El trabajo señala que la figura de Bachelet tiene un valor simbólico porque logró visibilizar la agenda de género y la necesidad de la equidad de género en Chile. También es posible resumir que el ámbito político chileno sigue siendo muy machista y muy complejo para que haya una mayor inserción de las mujeres a cargos políticos. Bachelet es una excepción que logró un éxito, pero en el campo de las políticas pro-mujer no siempre fue exitosa. Durante su segundo gobierno logró que se aprobara la ley de cuota de género que finalmente terminó con la baja participación política de las mujeres, pero todavía es necesario promover más las políticas públicas dirigidas a las mujeres y desarrollar la política de género como muestra este trabajo.Show less

In fact, according...Show moreDespite the fact that English became the second official language of Puerto Rico in 1902 (Muñiz Argüelles, 1989), the English language is still not widely spoken in Puerto Rico. In fact, according to the most recent data, 78.1% of the population claims to speak English less than very well (U.S. Census, 2016). Prior research has demonstrated that there is a connection between education, wealth and English in Puerto Rico. English has the reputation of being the language of the Puerto Rican elite (i.a. Pérez Casas, 2016; Torruellas, 1990). This is due to the high costs of private primary and secondary education and not easily accessible English language resources such as a network of English speaking friends, high speed internet and cable television (i.a. Pousada, 2000; Urciuoli, 2013). This current study builds on Bischoff (2017), who argues that the English language requirements at public universities are a barrier to economically disadvantaged students. As a result, one’s economical and educational background can serve as either a privilege or a misfortune in one’s professional aspirations as well (i.a. Barreto, 2000; Schweers and Hudders, 2000). The aim of this study was to gain insight into public university students’ perceptions of the connection between education, wealth and English in Puerto Rico. Data to address this was collected through the distribution of an online questionnaire and carrying out in-depth interviews with students from the University of Puerto Rico Mayagüez (UPRM) and the University of Puerto Rico Río Piedras (UPRRP). In total, 119 questionnaire responses followed by in-depth interviews with 12 UPRM students were used for analysis. The results showed that, contrary to prior research (i.a. Bischoff, 2017; Pérez Casas, 2016; Pousada, 2000), public university students deny or do not recognize a connection between wealth, education and English in Puerto Rico. Instead, they view English language acquisition as a matter of putting in effort in learning and practicing instead of wealth. Furthermore, English language skills are perceived as necessary tools for professional successes and feeling like a global citizen. Puerto Ricans who lack English skills are perceived as unmotivated, missing out on life and not wanting to feel connected to the US Mainland. Nonetheless, it appeared that the majority of public university students have attended private primary and/or secondary schools, have access to English resources and grow up in a social environment filled with English speakers. In other words, public universities serve increasingly wealthy Puerto Ricans who seem unaware of their privileges, whereas economically disadvantaged Puerto Ricans are blamed for their lack of English skills and presumably experience a misfortune while aiming to reach their academic and professional goals. Studying the perceptions of private university students in Puerto Rico in further research would create the opportunity to compare the perceptions of the current studied Puerto Rican elite students versus those of the presumably economically disadvantaged private university students.Show less

The selected...Show moreThis work aims to analyze the effects of the Bolsa Família Programme in the reduction of poverty in Brazil, with a particular focus on the poorest Brazilian region: the Northeast. The selected theme has been chosen after having observed a noticeable reduction in poverty and extreme poverty rates since the beginning of the Programme in 2003. This reduction has been even more remarkable in the Northeast where most of Bolsa Família beneficiaries are concentrated. Besides, the importance of the Programme is underlined as an instrument of social inclusion and its contribution to human development, given its particular focus on children and teenagers. Finally, attention has been given to the implementation of the Programme at a local level, emphasizing the challenges it faces through a case study analysis of two different realities in the State of Pernambuco, the rural one represented by Caetés Municipality (Agreste, Interior of Pernambuco), and the urban one represented by the Recife Municipality. The methodology, as well as a review of the economic and social literature related to the topic, includes quantitative research supported by a qualitative approach. Thanks to the information collected during fieldwork in Brazil, it has been possible to discuss limitations, achievements and finally the future challenges that the Bolsa Família is facing. This recently became an important debate due to the unexpected changes in Brazilian internal politics that, it is worth noting, could affect the existence of this Programme itself, given its governmental nature.Show less

Por esta razón la USACH empezó a implementar el Programa Propedéutico que pretende que los estudiantes en contextos vulnerables que se destacan por sus méritos académicos (5%-10% superior en ranking durante la educación media) ingresen a la universidad sin considerar el puntaje de la PSU. Los objetivos de este estudio son visibilizar la situación actual, analizar la capacidad y la durabilidad del Propedéutico para reducir brechas sociales en el acceso a la educación superior y conocer la percepción al respecto de los participantes del programa. La investigación es de carácter cualitativo y analítico y se hizo a través de encuestas: por un lado a un grupo de estudiantes que recién ingresó al Propedéutico y y por otro lado un grupo que recién egresó del programa. Además, se realizaron entrevistas con individuos de dichos grupos y con varios académicos a cargo del programa. Los resultados indican que el programa es exitoso en mejorar la equidad en el acceso, en una escala moderada, para aquellos alumnos académicamente talentosos, independientemente de su condición socioeconómica.Show less

El abordaje de la investigación es desde el discurso político, con el enfoque en el mesianismo. Se estudia la ideología política mesiánica en torno a la figura del general Pinochet. Después, se presenta la figura del general Pinochet. Además, se investigan los cimientos ideológicos de la adhesión a su figura a través de la opinión de sus adeptos. Being globalized stands for a shrinking world, which has an effect upon every sphere of life – from economic condition, to personal freedom, to cultural customs. Bilateralism, or bilateral relationships such as the one between Mexico and the United States bring countries closer together and enable success and growth. Nevertheless, such a relationship also impacts on both countries through cultural convergence and economic dependence. Therefore, this study examines how the Mexico – United States bilateral relation impacts on Mexico´s national identity. It directly addresses the level of anti-American sentiment in Mexico City. Furthermore, it assesses how an increased antiAmerican sentiment and a growing Mexican nationalism impact on Mexico´s foreign policy towards the United States of America. Finally, it evaluates in how far this affects the construction of the Mexican identity itself. The author shows in this study that there exists a connection between a growing anti-American sentiment in the Mexican society and the current stage of the bilateral relationship between Mexico and the United States of America. This study concludes that currently the seemingly volatile relationship between Mexico and the United States of America is also an opportunity or possibility for Mexico to gain next to economic independence, also to reorient the construction of the Mexican national identity distinguished from its neighbouring country.Show less

Son pocos los casos de narrativas históricas que pongan a las mujeres de protagonistas o narradoras. Un ejemplo es la serie de televisión Ecos del desierto, donde la protagonista y narradora es una mujer, que junto a otras mujeres constituyen el relato de un episodio traumático de la dictadura en Chile. Mediante el análisis crítico de las representaciones femeninas en medios audiovisuales y la indagación en la línea teórica denominada la “historia de ellas”, en este estudio se busca responder cómo contribuye Ecos del desierto a contar la historia de Chile desde el punto de vista de las mujeres.Show less

Theory on political disaffection, social capital and political participation together with the modern political history of Mexico and the #YoSoy132 movement are extensively analysed in order to examine the following hypothesis: in the case of the #YoSoy132 movement, political disaffection resulted in an increasing desire among the youth to participate in politics in order to oppose the Mexican regime. Since these youngsters badly distrust political parties and institutions, they are seeking unconventional ways to engage in politics. By producing new forms of social capital, the movement was able to grow and exert influence and power on politics while staying on the side lines to not become part of the “bad” practices of the Mexican government.Show less

El agua se obtiene de fuentes tanto superficiales como subterráneas, pero esas fuentes ya son sobreexplotadas gracias al rápido crecimiento de la población en las últimas décadas. El gobierno peruano implementa una política pública para distribuir el líquido vital centralizadamente por la cooperación público-privada con las empresas proveedores de servicios públicos (EPS). Esta investigación pretende establecer hasta qué punto las políticas públicas logran la equidad, mediante entrevistas grabadas en Lima entre noviembre de 2016 y enero de 2017 y el uso de fuentes primarias como estadísticas. Se analiza la influencia de las políticas públicas como causa y solución al problema de inequidad, así como las actividades de los usuarios que pueden influir la cantidad del agua suministrada, y se tratan los derechos y los deberes asociados con el acceso al agua potable y la eficacia del procedimiento para presentar un reclamo. La tesis muestra que persiste la inequidad en el acceso al agua en Lima, pero que al mismo tiempo hay oportunidades para mejorar la situación. La responsabilidad de fijar e implementar las políticas públicas relevantes resta en las entidades oficiales, pero los usuarios también tienen la obligación de consumir agua de manera responsable y de conservar las fuentes.Show less

This thesis focuses on the factors influencing the language of determiners in nominal constructions in two sets of bilingual data, Spanish-English from Miami and Spanish- Nicaraguan Creole English...Show moreThis thesis focuses on the factors influencing the language of determiners in nominal constructions in two sets of bilingual data, Spanish-English from Miami and Spanish- Nicaraguan Creole English from Nicaragua. Previous studies (Liceras, Fernández Fuertes, Perales, Pérez-Tattam, and Spradlin, 2008; Quintanilla, 2014) have argued that Spanish determiners are preferred in mixed nominal constructions because of their grammaticized nature, since they mark gender. However, those studies did not take the matrix language into account, even though Herring, Deuchar, Parafita Couto, and Quintanilla (2010) found that the language of the determiner generally matched the matrix language. For that reason, the hypothesis of this study is that the matrix language is the main influence on the language of the determiner in both mixed and unmixed nominal constructions. This would mean that bilinguals will have to option to switch language in selecting the noun, meaning that the noun complement could be influenced by extra-linguistic factors. The results are consistent with this hypothesis: once the matrix language is controlled for, the Miami data shows a greater tendency for Spanish determiners to appear in mixed DPs than English determiners. However, the reverse tendency is found in the Nicaragua data, in which we found only mixed DPs with an English creole determiner. The results suggest that bilingual communities can follow different patterns, and that social factors play a role as well. This study concludes that while the language of the determiner is influenced by clause-internal structure, the language of its noun complement and the matrix language itself depend on extralinguistic considerations.Show less
