It argues rebel leaders act rationally and decide on war and peace on the basis of security and economic considerations. Rebel leaders only demobilize if the net benefits of peace are greater than the net benefits of war. Third-party interventions, such as United Nations peacekeeping operations, are only able to end civil war when it offers credible security guarantees to the rebel group and sufficiently alters the incentives rebel leaders face through the disruption of the rebel war economy. Only if an outside intervention manages to curb profits emanating from autonomous rebel financing, such as illicit resource extraction and trade or outside state support, will war no longer pay and will rebels comply with provisions offered in a negotiated peace settlement. The theory is supported by case studies of United Nations peacekeeping efforts during the Sierra Leone civil war (1991-2002) and the Second Congo War (1998-2003) in the Democratic Republic of Congo.Show less

Daarnaast is de...Show moreNa de Koude Oorlog hebben veel Europese landen hun defensiesamenwerking met de Verenigde Staten voortgezet. Tegen de voorspellingen van John Mearsheimer in bleef de NAVO bestaan. Daarnaast is de ontwikkeling van een Europees defensiebeleid grotendeels achtergebleven. In dit artikel wordt een antwoord gegeven op de vraag waardoor kleine Europese landen na de Koude Oorlog op defensiegebied meer bleven samenwerken met de Verenigde Staten dan met de Europese Unie. Vanuit vier theorieën, het neorealisme, het neoliberaal institutionalisme, het neo-functionalisme en het transactionalisme, werden hypotheses opgesteld om de voortzetting van de defensiesamenwerking te verklaren. Deze theoretische verklaringen zouden in specifieke observaties moeten worden weerspiegeld. Aan de hand van secundaire data werden de in de hypotheses voorspelde omstandigheden getoetst aan de werkelijkheid, om te kunnen beoordelen welke theorie de beste verklaring biedt voor het aangaan van defensiesamenwerking door kleine landen. Van de vier theorieën bleek de neorealistische voorspelling dat defensiesamenwerking wordt aangegaan met de hegemoon, het meest overeen te komen met de werkelijkheid.Show less

Dahl...Show moreWhy is it that states that are best endowed with power resources do not always achieve the outcomes they desire? This phenomenon is what Baldwin (1979) calls the “paradox of unrealized power”. Dahl (1957) famously defines power as A getting B to do something that B would otherwise not have done. An example of this paradox is the outcome of the battle between the European Union and the Russian Federation over Ukraine. Since 2004 both the EU and Russia have sought closer integration with Ukraine (Wilson and Popescu 2009). In 2014 Ukraine signed an Association Agreement with the EU, while regions in east Ukraine declared independence and Crimea even acceded to Russia (AlJazeera 2014; BBC 2014a; Reuters 2014a; Centrum for Strategic and International Studies 2014). Paradoxically, although the EU in total possesses more power resources than Russia, it was the Kremlin that achieved their desired outcome of closer integration in the east of Ukraine. In the literature on power two major explanations aim to account for such phenomena: A’s faulty power conversion strategies and A’s failed contextual analysis (Baldwin 1979). Yet one crucial element that is absent in the contextual explanation is a theoretical model about what ultimately motivates B to comply. In order to assess whether the combination of the power conversion and the refined contextual explanation accounts for the paradox, the causal process behind the outcomes of the Ukrainian crisis of 2013/2014 is analyzed using process-tracing. The analysis of behavioral motivations suggests that B’s self-identification determines the boundaries within which A can realize its power, and that B’s identity is largely beyond the control of A. The results also indicate that A’s power conversion strategy needs to include tangible means of power to achieve the goal of territorial expansion.Show less

Omdat deze organisatie pas in 2010 is opgericht, is er nog geen wetenschappelijk onderzoek naar gedaan, zoals wel is gedaan voor andere norm advocates (normbepleiters) die afschaffing van de doodstraf als norm willen verspreiden (McGann en Sandholtz 2012, 276-7). De onderzoeksvraag van deze scriptie is exploratief en beschrijvend en luidt: welke tactieken gebruikt de ICDP als normbepleiter om invloed uit te oefenen op de verspreiding van de afschaffing van de doodstraf als norm? Om deze onderzoeksvraag te beantwoorden wordt onder meer gebruik gemaakt van twee modellen: het norm life cycle model van Finnemore en Sikkink (1998) en het spiral model van Risse en Sikkink (1999). Tevens dienen de werken van Keck en Sikkink (1998; 1999) als basis voor het onderzoek naar de overtuigingstactieken die de ICDP gebruikt, omdat hierin wordt omschreven welke tactieken door normbepleiters zoal gebruikt worden. De methoden die gebruikt zijn ter beantwoording van de onderzoeksvraag zijn een inhoudsanalyse en een interview. De inhoudsanalyses omvatten documenten van de ICDP en artikelen uit de media betreffende de ICDP. Het interview is gedaan met de Secretary General (SG) van de ICDP, onder andere ter verificatie van de resultaten van de inhoudsanalyses. Uiteindelijk blijkt hoe de tactieken gespreid zijn bij de ICDP: information politics is de meest gebruikte tactiek, gevolgd door leverage en symbolic politics. De minst gebruikte tactiek is accountability politics. Tot slot zijn enkele kanttekeningen gezet bij de generaliseerbaarheid van de resultaten.Show less

Ook in de academische wereld is deze...Show moreDe aanname van de women, peace and security agenda door de VN Veiligheidsraad duidt op groeiende aandacht voor de rol van vrouwen binnen conflictsituaties. Ook in de academische wereld is deze tendens zichtbaar. Echter, wetenschappelijk onderzoek richt zich met name op de output van beleid, zoals de effecten die veiligheidsbeleid heeft voor de rol van vrouwen, en niet zozeer op de manier waarop er bij de vorming van veiligheidsbeleid aandacht wordt besteed aan vrouwen. Dit onderzoek richt zich op de mate waarin er binnen de VN Veiligheidsraad, het voornaamste startpunt van veiligheidsbeleid, sprake is van een gender bias ten aanzien van de invulling van human security. Aan de hand van het constructivistisch feminisme wordt onderzocht of er sprake is van een dichotome denkwijze binnen de VN Veiligheidsraad, waarbij verschillende rollen en betekenissen worden toegewezen aan mannen en vrouwen. Deze benadering is gericht op de manier waarop denkbeelden rondom gender invloed uitoefenen op de uitkomsten van internationale politiek. Middels discourse analysis wordt gekeken naar resoluties van de VN Veiligheidsraad, presidentiële statements en meeting records van vergaderingen in de periode 1997-2012. Hierbij worden twee fases bekeken, te weten 1997-2000 en 2010-2012, waarbinnen alle documenten aangaande de conflictsituatie in de Democratische Republiek Congo geanalyseerd worden.Show less

Daarom is...Show moreInternationale belangenorganisaties die normen promoten spelen op zowel regionaal als internationaal niveau een steeds belangrijkere rol in beleidsdebatten (Keck en Sikkink 1999, 89-90). Daarom is het van belang dat wordt onderzocht hoe internationale belangenorganisaties normen promoten. Bekend is dat internationale belangenorganisaties machtsmiddelen nodig hebben om normen middels beïnvloedingstactieken te promoten. Opmerkelijk genoeg wordt er in de literatuur over internationale betrekkingen geen duidelijk onderscheid tussen machtsmiddelen en beïnvloedingstactieken gemaakt. Hierdoor is de relatie tussen machtsmiddelen en beïnvloedingstactieken tot op heden niet uitvoerig onderzocht. Derhalve beschouwt dit onderzoek in hoeverre de hoeveelheid beschikbare machtsmiddelen van een internationale belangenorganisatie invloed heeft op de advocacy tactics die de internationale belangenorganisatie gebruikt. Deze relatie is onderzocht vanuit de resource mobilization theory: een theorie uit de literatuur over de transnationale burgermaatschappij die wel een duidelijk onderscheid tussen machtsmiddelen en beïnvloedingstactieken maakt. Aan de hand van een inhoudsanalyse en een aantal interviews is onderzocht welke varianten van advocacy tactics een internationale belangenorganisatie met relatief weinig machtsmiddelen (Room to Read) heeft gebruikt en welke varianten van advocacy tactics een internationale belangenorganisatie met relatief veel machtsmiddelen (UNESCO) heeft gebruikt ter promotie van educatie voor vrouwen. De bevindingen wijzen uit dat de hoeveelheid beschikbare machtsmiddelen waarover een internationale belangenorganisatie beschikt, geen invloed heeft op het gebruik van conventionele of onconventionele advocacy tactics. Dit geldt ook voor het gebruik van hefboomtactieken, verantwoordingstactieken, informatietactieken of symbolische tactieken. De hoeveelheid beschikbare machtsmiddelen van een internationale belangenorganisatie heeft daarentegen wel invloed op het gebruik van directe of indirecte advocacy tactics.Show less

The House of Representatives cited human rights concerns as the main culprit for blocking the sale, overruling the minority government in its decision that a possible sale of arms would comply with European arms export criteria. The following year, the German federal government approved the same deal on the 8th of May, 2013. This decision appears paradoxical given the EU Common Position on Arms Exports , which attempts to harmonise the arms export policy of EU member states and requires them to deny arms export licenses to countries with poor human rights track records that may use the transferred arms in violation of international humanitarian law. The criteria of the Common Position prominently feature respect for human rights and the internationally agreed 'laws of war' and contain several mechanisms by which coherent results on behalf of arms export licensing are to be effectuated. Much as this thesis portrays a view of steady development in the area of European cooperation on arms control, it will conclude that EU member states remain sovereign in their decisions to export weapons when and to whom it suits them.Show less

Hierbij wordt enerzijds naar coalitiefactoren, anderzijds naar politiek-historische factoren gekeken. Is het aangaan van samenwerking met partijen als de PVV en de Deense Volkspartij het gevolg van een rationele rekenkundige afweging, of is dergelijk gedrag geworteld in bijvoorbeeld een reeds langer bestaande "openheid" van het parlementaire systeem in een bepaalde staat? Uit de scriptie blijkt dat de verklarende waarde van coalitietheorie inderdaad vrij hoog is, maar dat niet alle casussen door deze factor kunnen worden verklaard. De in het onderzoek opgenomen politiek-historische factoren bleken niet relevant te zijn. Voor nader onderzoek is het relevant om de ideologische afstanden tussen enerzijds nieuw-rechtse partijen en anderzijds traditionele partijen in ogenschouw te nemen.Show less
This paper intends to explain the discrepancy in Western response to cases of conflict which appear to be comparable, and it aims to do so through a realist study of the West’s self-interest...Show moreThis paper intends to explain the discrepancy in Western response to cases of conflict which appear to be comparable, and it aims to do so through a realist study of the West’s self-interest involved. By differentiating these comparable cases between ‘Western’ and ‘non-Western’, this paper intends to put forward the theory that the West is biased towards non-Western conflict management activities in general. Thereby contradicting the commonplace Western-based literature, this paper aims to voice an alternative interpretation of the reasoning behind Western responses to non-Western efforts of managing conflict. Through studying four cases of interstate conflict management activities which did not enjoy implicit Security Council approval, and two further comparable and illustrative cases of domestic conflict, this paper aims to present empirical evidence for the theory as proposed. This analysis will adhere to a qualitative research design, and it will combine elements of a content- and discourse-analysis, thereby relying on scholarly written work as well as on political and media discourse related to the selected cases. As this analysis will subsequently conclude, the selected cases indeed illustrate an inconsistency in Western response to either Western or non-Western conflict management activities, thereby ruling in favour of the here argued theory that the West is biased towards non-Western efforts of managing conflict. Due to the argued Western ‘moral high ground’ in international affairs, this bias is consequently portrayed as a standard by Western governmental leaders and by Western media, thereby leading to a one-sided discussion in which non-Western countries have an inherent disadvantage; something this paper intends to contradict.Show less

Previous research has understudied regime change that occurs in civil conflicts that are accompanied by humanitarian intervention. By means of a mixed-method analysis, this research project shows that while humanitarian intervention and regime change often occur sequentially on the macro level, there are no indications that the relationship is causal on the micro level once the process of regime change is ongoing. Regime change, it is argued, is elicited by a rapid breakdown of coercive capacities of the state that precedes the involvement of a third-party.Show less
