Although the Netherlands and Germany are strongly interconnected, their response to the refugee crisis differed. Germany accepted a lot more refugees than the Netherlands. To investigate where this difference could come from, this research has endeavoured to answer the question: To which extent can the difference of policy in the 2015 refugee crisis between Germany and The Netherlands be explained by Kingdon's stream model?. Kingdon (1995) recognized three flowing streams that, at the moment they come together, create a policy window in which policy can be implemented. Qualitative content analysis has been performed on newspaper articles containing specific terms, regarding the crisis, in Germany and the Netherlands in the years 2015 and 2016. On the basis of a code tree the articles were analysed to examine Kingdon's multiple stream theory and their role in policy implementation in the Netherlands and Germany. The countries did not differ on many concepts, but on some they did. The influence of international partnerships affected the political stream. The pressure from other countries turned out to be more on Germany than on the Netherlands. This pressure led to the opening of the German borders for refugees via Hungary. Kingdon's theory turned out to be suitable for the case analysis. Yet, the adaption of the theory to the time and location of the case was useful. This research focussed on German and Dutch articles, for which precise translations in the data collection are used. Nevertheless, the possibility of proverbial differences between languages can lead to disproportional data collection. For further research cooperation with German researcher could be a solution to perform further analysis.Show less

Middels een inductieve frameanalyse zijn vier parlementaire documenten geanalyseerd, waarbij een aantal frames gevonden zijn. Verschillen en overeenkomsten tussen beide landen zijn uitgelicht en daaruit zijn twee hypotheses voortgekomen. Deze hypotheses zouden de framing mogelijk kunnen verklaren, maar zouden in vervolgonderzoek nader onderzocht moeten worden.Show less

It was not long before signals emerged that...Show moreThe news that the tax authorities have wrongfully labelled parents to be fraudsters through ethnic profiling has left a deep impression on Dutch society. It was not long before signals emerged that both politics and the civil service had committed grave errors. How was it possible that a government institution could wrong its citizens for so long without any resistance? The Dutch civil service is known from literature for its professionalised, low level of politicisation and relatively independent civil servants. According to existing literature, this should result in good governance, with impartial and just treatment of citizens. However, this is certainly not the case within the Child Allowances Affair; parents were subject to ethnic profiling and deliberately treated unjustly. Therefore, the aim of this research is to create an understanding of why it took place by focussing on the executive civil servants within the Dutch Tax and Customs Administration. The interviews conducted with officials of the Tax and Customs Administration show a rigid hierarchical organisational culture, with clear-cut vertical layers. According to executive officials (EO’s), this has several negative consequences on daily activities. EO’s are seen as low-level employees, who must carry out what is imposed on them by managers and senior policy officers. They experience little space for personal judgment and their opinions are not always taken seriously. The interviews also reveal an unsociable environment among executive civil servants. A second matter raised in the interviews concerns the way in which respondents perceive their roles within the organisation. The main difference is the party to whom one feels loyalty is owed, the government body or the citizen. This difference also affects the way in which one treats citizens; executing what is stipulated by policy or trying to serve citizen interest as best as possible. The interviews suggest that executive civil servants feel no room for addressing problems that take place during their daily activities; they are expected to implement policy as stipulated by policymakers. It seems that having a hierarchical organisational culture, with a closed management, makes individual civil servants less likely to engage in employee voice. Also, exercising sudden political influence seems to have a negative effect on the working atmosphere and the functioning of individuals. When societal impact is understood negatively, two ways of coping seem to be present: dissociation or shame. De gezondheidscrisis zorgt ervoor dat het kabinet zich voor een groot deel laat leiden door experts. Het is van belang om de betrokkenheid van experts te onderzoeken. Uit het onderzoek blijkt dat experts op het eerste gezicht een positief effect hebben op de doeltreffendheid van genomen maatregelen. Uit het onderzoek blijkt ook dat consensus binnen een beleidsnetwerk van belang is. Zonder consensus brokkelt de legitimiteit onder de bevolking langzaamaan af. Daarnaast lijken andere variabelen mee te spelen, die in vervolgonderzoek verder onderzocht kunnen worden.Show less

This thesis is devoted to this concept of securitization in the domain of cyber. In 2011, a breach was detected in DigiNotar, a company that issued online certificates. This almost led to a total blackout in the Netherlands, showing the vulnerabilities in the Dutch digital domain. The remarkable aspect of this crisis (which has become known as the DigiNotar-crisis) is the reluctant reaction of the ministers and senior officials with regards to cybersecurity. In 2018, however, this topic ruled the security debate, despite the fact that no clear threat or equivalent crisis has occurred in the Netherlands since the DigiNotar-crisis. This thesis takes the concept of securitization, known as the Copenhagen School, and applies it to the cyber sector, that is characterized by three specific modalities of securitizations: hypersecuritizations, everyday security practices and technification. This thesis applies those three modalities in letters to the Dutch parliament concerning cybersecurity. aiming to investigate how securitization developed over time and to clarify why the political attention on cybersecurity increased in a time without a visible and direct threat, while the biggest crisis so far was not enough to cause changes (DigiNotar). This thesis shows that cyber securitizations increased in the period between 2011 and 2020. All three modalities were identified in the letters, with increasing frequency in the last years. A remarkable finding is that cybersecurity became a more integral security issue when the new cabinet was appointed in 2017-2018. In conclusion, this inductive research has proven the applicability of ‘cyber securitization’ in the Dutch context, and has shown that the change of securitizing actors (the Dutch cabinet) influenced the intensity of cyber securitizations and the political agenda more than the DigiNotar-crisis did.Show less

De vraag hierbij is echter...Show moreCrisissituaties doen zich voor in allerlei vormen, maar geen enkele crisis is gelijk. Leiderschap is in veel gevallen geboden voor de (positieve) afloop van een crisis. De vraag hierbij is echter welk gedrag leiders in welke crisissituatie moeten toepassen? Het doel van dit onderzoek is leiderschap te analyseren gedurende verschillende crisissituaties en op basis van deze analyses een overzicht te geven van de gedragingen die leiders er op na houden in crisissituaties. De onderzoeksvraag luidt als volgt: Hoe ziet leiderschap eruit ten tijde van een crisissituatie? Om antwoord te kunnen geven op de onderzoeksvraag zijn negen interviews afgenomen met respondenten met een leidinggevende functie gedurende een crisissituatie of experts op het gebied van crisismanagement en leiderschap. Door crisisleiderschap te analyseren vanuit zowel het perspectief van leiders als experts op het gebied van crisismanagement is het mogelijk om te begrijpen waarom bepaald leiderschapsgedrag in verschillende typen crisissituaties wordt toegepast. Op basis van het Cynefin framework van Snowden en Boone (2007) wordt onderscheid gemaakt tussen vier verschillende typen crisis. Dit zijn een simpele crisis, ingewikkelde crisis, complexe crisis en chaotische crisis. Per type crisis is het gedrag van leiders geanalyseerd. Uit de analyse van de interviews blijkt dat leiders in een crisis redeneren vanuit drie basisprincipes. Deze principes zijn het besef dat een leider een crisis niet alleen kan oplossen, het besef dat besluiten altijd genomen moeten worden op basis van onvolledige informatie en het besef dat een leider op een bepaald moment een besluit moet nemen. Hoe een leider deze principes toepast hangt af van omgevingsfactoren, tijdtempo factoren, de organisatiestructuur en de complexiteit van een crisis. In lokale crises met veel stabiliteit is er veel ruimte voor de zelfstandigheid van professionals. Naarmate de impact toeneemt en oorzaken en gevolgen minder duidelijk worden wordt de crisisstructuur op een centraal punt georganiseerd en is er veel interactie binnen het crisismanagementteam. In complexere gevallen neemt de urgentie en onzekerheid toe en bestaat er ook meer onrust. Leiders doen en beroep op experts om tot een oplossing te komen en vragen de betrokken partijen om de verantwoordelijkheid te nemen om een crisis samen tot een goed einde te brengen. In chaotische crises handelt een leider directief om de situatie zo snel mogelijk te controleren en te beheersen. Wanneer de situatie gestabiliseerd is, is er ruimte voor overleg en evaluatie. Voor vervolgonderzoek is het wellicht interessant om te onderzoeken hoe leiderschapsgedrag in vergelijkbare crisissituaties beïnvloed wordt door persoonskenmerken. Eventueel vervolgonderzoek kan zich ook richten op hoe reputatie het handelen van een leider in een crisis beïnvloedt.Show less

Dit wordt middels de omgevingswet gedaan, of een andere vorm van...Show moreDe gemeenten worden sinds een aantal jaar aangespoord door de nationale overheid om de participatie te bevorderen onder burgers. Dit wordt middels de omgevingswet gedaan, of een andere vorm van verankering. De gemeente is verantwoordelijk om burgers en buurtverenigingen bij besluitvorming te betrekken, maar heeft de verankering het gewenste effect op de motivatie van de buurtverenigingen om te participeren? Het eerder besprokene heeft geleid tot de onderzoeksvraag van deze scriptie: ‘Hoe heeft de verankering van de participatie van buurtverenigingen in de interne organisatie van de gemeente invloed op de motivatie bij de buurtverenigingen om samen te werken?’. Opportunity en ability, onderdeel van het MOA-model, biedt een mogelijke verklaring wat de invloed van de verankering heeft op de motivatie (Blumberg, & Pringle, 1982). Om de theorie van het MOA-model meetbaar te maken wordt er binnen het onderzoek gebruik gemaakt van de participatie monitor bestaande uit 3 maatstaven: realisatiekracht, kwaliteit van samenwerking en professionele vormgeving (van het proces). Het onderzoek vindt plaats binnen de gemeente Leiden en de Gemeente Katwijk, binnen deze gemeenten gelden verschillende vormen van verankering en dus een andere toepassing om buurtverenigingen te betrekken bij de besluitvorming. Een sterke verankering van participatie maakt het voor buurtverenigingen makkelijker mee te doen aan het beleidsproces, echter zorgt die niet per definitie voor de motivatie bij buurtverenigingen. De mate van ‘Ability’ welke door de gemeente wordt gefaciliteerd heeft een grote invloed op de motivatie van buurtverenigingen. Het gaat dus ook vooral om hoe de gemeente het verankerde beleid toepast, de organisatiecultuur die tegenover de participatie staat. Volgens buurtverenigingen zorgt vooral een gelijkwaardige samenwerking, waarbij de buurtverenigingen serieus worden genomen en oprecht worden betrokken bij beleid voor motivatie.Show less

By...Show moreThis paper focuses on whether the general communication strategy of a European national government battling a national crisis can be predicted using the situational crisis communication theory. By focusing on two European countries, the Netherlands and France, this research aims to find out if and how it is possible to predict the chosen communication strategy of a government organization, by using the four factors and their characteristics of the 1995 Coombs theory. His framework of the situational crisis communication theory is currently only proven to apply to indicating which communication strategy an organization should use in a certain situation. Since a national government battling a national crisis has to address its communication to all public stakeholders in general, it’s strategy has to be broad in nature as well. This indication of a government organization using a very broad strategy aimed at an entire population and based on the attributes of a crisis also indicates that the same Coombs framework could also be used to predict which strategy is actually used by a national government battling a national crisis. Note that this is only the case when it comes to general crises and a national government, not specific organizations. The expectation then is that the factors Crisis type, veracity of evidence, damage and performance history can then be used to predict which strategy is chosen by a national government battling a national crisis. When an interpretation of the same factors is used to research which strategy was actually chosen by the Dutch and French national government, a different strategy appeared. Since the strategy that was concluded by the framework of Coombs does not match the strategy that was actually used by the national governments, the expectation is wrong. Whether the crisis communication strategy of a European national government can be predicted at all using the situational crisis communication theory cannot be stated, since different frameworks of this theory could be used to make such a prediction. This research then concluded that the Coombs’ 1995 framework cannot be used for such a prediction, even though a comparison with other theories showed it was the most promising.Show less
