In particular, mirroring the societies that they serve seems to be one of the greatest challenges. Dutch public organizations are no exception to these challenges, including the Dutch Ministry of Social Affairs and Employment (SZW), which has an insufficient representation of ethnic minorities’ employees in higher scales. The aim of this study was to examine to what extent D&I policies of the ministry succeed in their intended outcomes, by analyzing underlying rationales and possible (unintended) effects.
