This study aims to explore the leadership preferences among public servants during times of crisis, and to make concrete recommendations for further research into the underdeveloped knowledge on public leadership preferences in times of crisis. To do so, semistructured interviews were conducted with employees from the municipalities of The Hague and Gouda, during which they were asked to report their needs in terms of three leadership styles: laissez-faire, transactional and transformational. The study found that transformational leadership was preferred during the pandemic and encourages fellow researchers to verify this using quantitative means. Further recommendations include the reexamination of the usefulness of laissez-faire leadership and the usage of different leadership frameworks to touch upon other behaviors.Show less

Due to emergency legislation and an increase in...Show moreThis thesis examines the communications of the four largest Dutch opposition parties SP, PvdA, GroenLinks and PVV throughout the Covid-19 pandemic. Due to emergency legislation and an increase in public support for the executive government, opposition parties were sidelined during the pandemic. The aim of this thesis is to examine how these four opposition parties, together forming the biggest opposing force to the cabinet, responded to their marginalised position. This is done through analysing their communication towards the public, as communicative means are an essential tool for political parties to connect with the public. The case study on the four largest opposition parties is conducted through a Critical discourse analysis. Based upon Norman Fairclough’s dialectical-relational approach, text, discourse, and social context of the opposition parties’ communications is analysed. The finding of this research is that during the crisis, the opposition parties communicatively defended their democratic function. This started when they learned that their initial response has not been effective, as they were sidelined and the cabinet’s Covid-19 response failed. They brought their own democratic functioning to the forefront in an attempt to convince the public that they can provide valid alternatives to the cabinet’s failing Covid-19 response.Show less

Om effectief te lobbyen...Show moreSinds de coronacrisis is er veel in de samenleving verandert. Een van deze veranderingen is het lobbyen. Lobbyen is een proces dat erg van belang is voor de democratie. Om effectief te lobbyen worden vaak lobby strategieën gebruikt. Het doel van dit onderzoek is om te onderzoeken wat voor impact de coronacrisis heeft gehad op de lobby strategieën en hun succes. Het kijkt specifiek naar de onderwijssector. Hiervoor is gekozen omdat het een maatschappelijk belangrijke sector is die altijd actief is geweest in het lobbyen. De onderzoeksvraag is dus; “Hoe beïnvloedt de coronacrisis het succes van de lobbystrategie binnen de onderwijssector?” In de literatuur is onderzoek gedaan over het lobbyen voor de onderwijssector. Hieruit is gebleken dat onderwijs wordt gezien als een maatschappelijk goed. Dit betekent dat de politiek openstaat voor input vanuit deze sector. Het contact met de politiek is een van de belangrijkste aspecten van de lobby voor het onderwijs. Verder wordt er vaak gelobbyd vanuit een coalitie; verschillende instanties werken samen om invloed uit te oefenen op de politiek, in plaats van dit individueel te doen. Het andere deel van de literatuur komt uit het onderzoek dat is gedaan over lobby strategieën tijdens een crisis. Hieruit is gebleken dat een lobbyist goede contacten moet hebben met de media, beleidsmakers en elkaar om succesvol te zijn tijdens een crisis. Uit de literatuur voor lobby strategieën voor het onderwijs en tijdens een crisis zijn drie hypotheses opgesteld. Deze hypotheses zijn onderzocht doormiddel van interviews. Er zijn drie lobbyisten geïnterviewd; van de Universiteit Rotterdam, Universiteit Twente en de VSNU. De interviews waren semigestructureerd. Dit gaf de mogelijkheid voor de lobbyisten om veel details te geven en daarover door te vragen. Dit laat meer diepgang toe. Tegelijkertijd zorgt de structuur ervoor dat de interviews wel de onderzoekvraag beantwoorden en bij het onderwerp blijven. Hierna zijn de interviews getranscribeerd en gecodeerd. Door het gebruiken van de codeboom is er een analyse geschreven en een antwoord op de onderzoeksvraag gevonden. Wat uit het onderzoek is gebleken is dat er door de coronacrisis niet heel veel is veranderd. Er zijn aanpassingen gemaakt aan de strategieën maar die zijn niet compleet omgegooid. In de tijd van de coronacrisis was er een demissionair kabinet, nieuwe verkiezingen en een lange formatie. Dit zijn allemaal aspecten die ook voor veranderingen hebben gezorgd. Deze veranderingen houden in dat er minder gebruik is gemaakt van de media, er meer samenwerking heeft plaats gevonden en dat de communicatie met de beleidsmedewerkers online werd gedaan. De impact op het succes is verschillend en vaak ook lastig om te beoordelen. Echter hebben netwerken met beleidsmedewerkers en samenwerking wel geleid tot meer succes dan als dit niet werd gedaan. De impact die de coronacrisis heeft gehad op lobby strategieën binnen de onderwijssector is beperkt gebleven. Mede door het feit dat, op het moment van dit onderzoek, de crisis nog steeds gaande is. Op basis van dit onderzoek kunnen er aanpassingen gemaakt worden op lopende lobby strategieën en kan er een plan worden gemaakt door lobbyisten in het geval dat er nog een crisis komt. Ook vult het een gat in de literatuur voor onderzoek over lobby strategieën tijden een crisis en lobby strategieën voor het hoger onderwijs.Show less

However, an...Show moreClassical literature on crisis communication focusses primarily on factors like consistency, accuracy and speed as being the most important aspects to effective crisis communication. However, an emerging body of literature criticizes this approach for being too Western oriented and indicates that culture should play a bigger role in crisis communication and crisis communication statements. As such this thesis wanted to contribute to this research gap by examining to what extent multinational corporations should take cultural factors into account in their crisis communication statements. In order to achieve this, an explorative study was conducted that looked at how companies currently conduct their crisis communication and what can be learned from these practices through preliminary interviews, case studies and final interviews. From this, interesting finding were found at both the practical and academic levels. At the practical level, it was found that current crisis communication practices seem sufficient. Despite the fact that case studies portray a more nuanced picture than the classical literature would suggest, with culture being considered more than expected it still seems that the focus in crisis communication is and will remain on consistency, accuracy and speed. At the academic level, the most important finding was that current endeavors have been too oriented on the Western world, shaping the classical body of literature present today. As a consequence, the emerging body of literature tends to originate from non-Western parts of the world and seems to be a response of sorts against this traditional literature. As a result, these research agendas operate in the extremes and show little nuance in terms of the role culture plays or should play in crisis communication. By providing these insights, this thesis hopes to add more nuance to the existing research and offer suggestions on how the current literature can be improved or further developed.Show less

De Coronapandemie en de maatregelen die overheden hebben genomen tegen de verspreiding ervan, kunnen zijn weerslag hebben op het mentaal welbevinden van de bevolking. We hebben de samenhang tussen stress en mentaal welbevinden getoetst en we hebben getoetst of toegewijd handelen, een onderdeel van psychologische flexibiliteit, de impact van stress op het mentaal welbevinden buffert. Methoden. We analyseerden de data van online enquêtes afgenomen bij de algemene Nederlandse bevolking in 2018 en tijdens de eerste (mei 2020) en tweede (maart 2021) piek van de Coronapandemie. Er is een variantieanalyse gebruikt om te zien of er een samenhang is tussen stress gemeten in jaren en mentaal welbevinden, waarbij er is gecontroleerd voor leeftijd, geslacht, opleidingsniveau en burgerlijke status. Resultaten. Het mentaal welbevinden van Nederlanders tijdens de Coronapandemie in 2020 en 2021 verschilde niet significant van het mentaal welbevinden vóór de pandemie in 2018 (p = .280). Een hoge mate van toegewijd handelen werd wel geassocieerd met een hogere mate van mentaal welbevinden (p < .001), maar buffert niet de impact van stress op het mentaal welbevinden. Conclusies. De stress veroorzaakt door de Coronapandemie in 2021 en 2020 heeft niet gezorgd voor een lager mentaal welbevinden bij de Nederlandse bevolking in vergelijking met 2018. Daarnaast fungeert toegewijd handelen ook niet als buffer tegen de impact van stress tijdens de Coronapandemie op het mentaal welbevinden. Wel is er een samenhang tussen mentaal welbevinden en toegewijd handelen in het algemeen, maar niet ten tijde van de Coronapandemie. Met deze bevinding kan bij toekomstig onderzoek rekening mee worden gehouden, wanneer een zelfde of ander soort crisis ontstaat waarbij de bevolking wel een lager mentaal welbevinden ontwikkelt.Show less

The outbreak of Covid-19 pandemic has put almost all parts of the societies all over the globe on halt. Besides impacting human health, the fastest and the most severe impact of the Covid-19 pandemic has been on the economic and financial sectors. The global health crisis has occurred at the time when the world is already in a major crisis, the climate crisis or green crisis. In spite of all the austere consequences of green crisis, the actions taken to lessen the green crisis are nowhere near the efforts required to meet the Paris agreement goal of keeping the global temperature well below 2°C and preferably 1.5 °C. Many started viewing the already existing green crisis and the newly emerged Covid-19 crisis as part of the same battle and they envisioned an opportunity in response to Covid-19 crisis to address the green crisis as well and they strived to attach green conditions to the Covid-19 recovery until they reached the green recovery agreement which not only helps in the recovery from the ramifications of the Covid-19 crisis but also addresses the green crisis. This research has sought to find out how a devastating crisis has opened up the window of opportunity for another destructive crisis. A small-N, Within-Case analysis approach is used to study the intervening variables on causal path from the Covid-19 crisis to the opening up of the window of opportunity for green crisis recovery. Moreover, theory-testing process tracing was applied on the case of EU to find out whether Advocacy Coalition Framework helps to comprehend the puzzle and answer the research question. The result of the research revealed that actors in coalitions made extensive use of frames and changed the policy image as well as used expertise to dominate the decisions, resulting in the Covid-19 recovery plan with green strings attached to it to also address the green crisis.Show less

Dit debat is onderzocht...Show moreIn dit onderzoek staat de eventuele invloed centraal van de conjunctuur op de gehanteerde ar-gumentatie van politici en wetenschappers rond het verhogen van de AOW-leeftijd. Dit debat is onderzocht in de jaren 2006 tot 2019, met als hoogtepunt de daadwerkelijke invoering van de Wet verhoging AOW- en pensioenrichtleeftijd in 2012. De meest recente ontwikkeling is de Wet temporisering verhoging AOW-leeftijd in 2019, waarin de regeling uit 2012 is vertraagd. Aangezien 2012 midden in een economische crisis was en 2019 in een hoogconjunctuur, geeft dit een vermoeden dat de stand van de economie invloed kan hebben gehad op de inzet en het soort argumenten dat politici en wetenschappers gebruikten. In dit onderzoek is dat verband onderzocht door grafische analyse en chi-kwadraattests, op basis van een eigengebouwde data-set met daarin 2206 argumenten van de beleidsmakers in 21 argumentatiecategorieën. Uit deze analyse bleek dat er in een laagconjunctuur meer voorargumenten en meer argumentatie gere-lateerd aan financiën gebruikt wordt door de beleidsmakers. Voor politici is dit verband meer significant dan voor wetenschappers. Bij de wetenschappers was er, in tegenstelling tot de an-dere onderzochte relaties, ook geen lineair verband te bewijzen. De conclusie is dat er inderdaad een verband is tussen de conjunctuur en de argumentatie rond het verhogen van de AOW-leef-tijd en dat dit sterker is voor politici dan voor wetenschappers. Dit levert ook bewijs voor pro-cyclische argumentatie en beleidsvoering door politici en bevestigt de theorieën rond het win-dow of opportunity en policy overreaction. De theorie rond politieke economie wordt niet direct bevestigd. Verder onderzoek is daar nodig naar de invloed van de conjunctuur op de opinie van kiezers en hoe sterk politici naar die opinie luisteren. Ook is het nuttig om de getrokken con-clusie breder te trekken door meer conjunctuurcycli of de argumentatie rond andere bezuini-gingsmaatregelen te analyseren. Aangezien het gevonden verband minder sterk is voor weten-schappers is de voornaamste aanbeveling om hen meer te betrekken bij de beleidsvorming.Show less

The crises that are examined are: epidemics, high debt, natural disasters, military attacks, climate change, technological backwardness, refugee inflows, and high unemployment. As soon as a crisis arises and solidarity manifests itself, it is important to look for the reasons behind the difference in levels of solidarity because, with such knowledge, the consequences of a regional crisis can be dealt with accordingly. The theoretical framework indicates that there are three main reasons for the diverse levels of solidarity per type of crisis: (1) need, (2) control, and (3) identity. The first variable refers to the urgency of the help necessary. For instance, in a natural disaster or a pandemic, immediate help is required, since there may be loss of lives. On the other hand, a technological backwardness crisis does not require urgent help. The second variable, control, refers to the remedy that a country or individual can provide itself in a given situation. For instance, if an exogenous crisis occurs, such as a natural disaster, the occurrence is completely out of the hands of a given country. As the country can do little about this needy situation, people are inclined to feel more solidarity towards such a country. The third variable, identity, looks at the question whether you feel close to your inner circle and how broadly you define the inner circle. With the view of the European Union, this paper analyzed which people define their fellow EU-citizens as their inner circle. When performing a regression analysis, all three variables show a statistically significant effect on the willingness to help (solidarity).Show less

The successive and concurrent Eurozone, Schengen and Brexit crises have rocked the landscape of European integration discourse. The nature and impact of this “age of crisis” has seen the near collapse of the European Union’s common currency, a migration crisis that caused the temporary suspension of the Schengen agreement and the first case of a European Member State in the history of modern European integration. Since the “original six” members consisting of France, West Germany, Italy, the Netherlands, Belgium and Luxembourg signed the Treaty of Paris in 1952 the European integration process has never faced such a rapid development of crises before. The resulting flurry of academic discourse has led to a renewed focus on European integration theory and questioned the ability of the three “grand” European integration theories of Liberal Intergovernmentalism, Neofunctionalism and Postfunctionalism to explain this rapid succession of crises. This thesis argues that rather than being in a single state of integrational stability or instability there are in fact “two Europes” at play. Economic Europe is a stable integration process with a strong base and steady support from its Member States. Political Europe, on the other hand, is only marginally integrated, lacking in support, and in constant danger of being either abandoned or “put on the back burner”.Show less

It affected and continues to influence national and international socio...Show moreDuring the last decade, Europe has faced what is considered to be the largest migration wave since the Second World War. It affected and continues to influence national and international socio-political decisions and policies for European and Western countries. The migration wave peaked in 2015, with more than a million refugees, including Syrian refugees, seeking asylum. The main reason for Syrian migration was the Syrian revolution, sparked by the demonstrations that started in 2011. Pro-democratic protests called for freedom, aiming to end the oppressive regime under the Assad family that has exhausted the country for around five decades. The unforeseen result of these protests was a brutal war. The Syrian conflict and the Syrian diaspora have been framed in European news and media coverage as the “refugee crisis.” It has been framed as a crisis not only due to the severity of the situation but also based on a tradition of “Othering,” as the refugees generally come from a Muslim majority. While there is a common agreement on the passivity, generalization, and dehumanization at work in media coverage of the refugees, art, and literature often try to provide alternative narratives. Using critical analysis as a research method, this research investigates the representation politics of refugees in two case studies: a book by Wendy Pearlman, and an exhibition by Carlos Motta, focusing on the concept of belonging and its politics. Furthermore, I employ post-coloniality discourse that enables a critical reading of political and cultural power relations, including history, race, and queerness. The analysis of the cultural objects will show that these art-works have provided a personal space for refugees to tell their stories, which symbolizes a positive step away from the mainstream media representation. However, these representations do not automatically also generate a critical examination of the belonging crisis of refugees, especially while the art-works do not establish a dialogue with the “Other.”Show less

De twee...Show moreZowel België als Nederland hielden tijdens de crisis van de jaren 1930 vast aan de goudstandaard. Terwijl anderen devalueerden, verdedigden zij koppig de pariteit van de frank en de gulden. De twee landen, beide koloniale grootmachten, zadelden hun nationale koopvaardij hierdoor op met een onoverkomelijke kostenhandicap. Zelfs de bevoorrechte koloniale scheepvaartmaatschappijen werden in de diepste crisisjaren op de knieën gedwongen. Daarenboven beperkten beide regeringen, om te besparen, zoveel mogelijk het regeringsingrijpen in noodlijdende bedrijfstakken. Desondanks verleende België tijdens de crisisjaren tot twaalf keer meer geldelijke steun aan haar koloniale scheepvaartmaatschappij, de CMB, dan Nederland deed voor de SMN en de RL. De Belgische overheid hielp de CMB in de periode 1934-1939 zowel om schepen in de vaart te houden, als dat ze voorzag in bouwfondsen om zeven nieuwe koopvaarders op stapel te zetten. Gelijkaardige steunaanvragen in Nederland werden geweigerd. Deze scriptie onderzoekt waarom, in weerwil van het gelijkaardige beleid, België zoveel meer deed dan Nederland voor haar koloniale vaart. Paradoxaal genoeg lijkt de noodzaak om te besparen daarbij een grote rol gespeeld te hebben. Om dezelfde reden werd in Nederland juist zoveel mogelijk bezuinigd op de steunuitkeringen. Door haar politiek-economische analyse van het koloniaal scheepvaartbeleid in beide landen, vormt deze scriptie een aanvulling op de Belgische en Nederlandse maritieme, economische en koloniale literatuur.Show less
