Mas a prática da escravidão está mais viva do que nunca, tanto em...Show moreFalar de trabalho escravo remete aos navios negreiros que cruzavam os oceanos na direção das Américas entre os séculos XVI e XIX. Mas a prática da escravidão está mais viva do que nunca, tanto em países subdesenvolvidos como nos países com os mais altos índices de desenvolvimento humano (IDH). Entre 2003 e 2018, mais de 43.000 pessoas foram resgatadas de tais condições apenas em território brasileiro. Atualmente, estimativas apontam que cerca de 160.000 brasileiros trabalhem e vivam no país em condições semelhantes às de escravidão, submetidos a trabalho forçado, servidão por meio de dívidas, jornadas exaustivas e/ou circunstâncias degradantes. Na luta contra o trabalho escravo contemporâneo no Brasil, grande parte das ações está atrelada a dois pilares principais: Prevenção e repressão. Pouco esforço, no entanto, é direcionado a estes trabalhadores no momento pós-resgate, no sentido de (re)inserção destes à sociedade da qual se encontram marginalizados. Isso faz com que grande parte destes trabalhadores retornem à mesma situação de vulnerabilidade social que os levaram ao trabalho escravo inicialmente. Desta forma, o objetivo principal desta pesquisa é compreender a importância da implantação de políticas de (re)inserção social de trabalhadores resgatados de situações análogas à escravidão, como forma de combater o trabalho escravo contemporâneo no Brasil, além de, em segundo plano, identificar a relevância da qualificação profissional, da conscientização sobre os direitos humanos e da adesão a programas sociais como pilares dessas políticas de reinserção. Visando garantir dados relevantes, foram realizadas 22 entrevistas semiestruturadas com personagens centrais nesse tema no Brasil, incluindo políticos, jornalistas, ativistas, professores acadêmicos, representantes da OIT, procuradores do MPT, auditores fiscais do trabalho, ministro do TST e trabalhadores resgatados de trabalho escravo.Show less

The selected...Show moreThis work aims to analyze the effects of the Bolsa Família Programme in the reduction of poverty in Brazil, with a particular focus on the poorest Brazilian region: the Northeast. The selected theme has been chosen after having observed a noticeable reduction in poverty and extreme poverty rates since the beginning of the Programme in 2003. This reduction has been even more remarkable in the Northeast where most of Bolsa Família beneficiaries are concentrated. Besides, the importance of the Programme is underlined as an instrument of social inclusion and its contribution to human development, given its particular focus on children and teenagers. Finally, attention has been given to the implementation of the Programme at a local level, emphasizing the challenges it faces through a case study analysis of two different realities in the State of Pernambuco, the rural one represented by Caetés Municipality (Agreste, Interior of Pernambuco), and the urban one represented by the Recife Municipality. The methodology, as well as a review of the economic and social literature related to the topic, includes quantitative research supported by a qualitative approach. Thanks to the information collected during fieldwork in Brazil, it has been possible to discuss limitations, achievements and finally the future challenges that the Bolsa Família is facing. This recently became an important debate due to the unexpected changes in Brazilian internal politics that, it is worth noting, could affect the existence of this Programme itself, given its governmental nature.Show less
