State intervention in the market has long been considered irrelevant, irreprehensible, or unsuccessful, but the recent crises, including the pandemic, have boosted its name amongst policymakers across the world. However, the academic literature on industrial policies within comparative political policy literature is still lacking, and would benefit from more research. Taking an exploratory comparative approach, this thesis research variations of industrial policies related to the management of lithium-ion battery value chains in the United States and the European Union. Several researchers have observed different types policies that have been put forward by policymakers to strengthen global value chains, but these analyses have been lacking a strong link with theoretical frameworks on industrial policy and policy instrument literature. This research fills the gap by linking academic literature on industrial policy, value chain resilience, and policy instruments analysis to provide constructive insights into existing policy proposals and documents. This thesis finds a strong link between the historical preferences of governments in industrial policy mixes and the specific policies put forward to strengthen lithium-ion value chains. It indicates that, although resilience policies of the United States and the European Union are in line with industrial policy in other areas, there are shifts in the instrument mix that warrant future research to improve our understanding of industrial policy in the twenty-first century.Show less

This thesis tries to answer the question “What is the effect of substituting unanimity with qualified majority voting on behaviour of member states’ representatives in meetings of the Council of the European Union?”. To answer this question, one case is selected, the council configuration of Agriculture and Fisheries. Through conducting interviews with member states’ representatives active in this policy area, a general overview of the negotiations there is constructed. It is found that shifting the decision rule results in more rational behaviour during the negotiations. Actors showcase more bargaining behaviour when the decision rule is Qualified Majority Voting, and more arguing when it is unanimous decision making. Specifically,...Show morePurpose: This study aims to get a better understanding of the role of meritocracy in shaping civil servants’ work attitudes by taking into account mediating and contextual factors. Specifically, this study examines whether job autonomy mediates the relationship between meritocracy and work attitudes as well as whether the mediating effects differ across hierarchical levels. Methodology: A quantitative research design was employed through the use of a survey strategy for data collection. The data was drawn from the COCOPS Executive Survey on Public Sector Reform in Europe. For data analysis, multiple regression analysis, mediation analysis, and moderated mediation analysis were performed in SPSS version 26. Findings: The perceptions of meritocracy in public organizations significantly affect civil servants’ degree of job autonomy, which in turn influences their work attitudes. Moreover, the indirect effect of meritocracy on job satisfaction and organizational commitment via the mediator variable (job satisfaction) differs between top- and lower-level civil officials. Implications: The findings of this study are relevant for public service organizations wishing to increase civil servants’ job satisfaction and organizational commitment. This study argues civil servants’ work attitudes depend on their intrinsic motivation, which is greatly influenced by the degree of autonomy and discretion they have in performing their duties. Contribution: This study makes a significant contribution to the field of public administration by expanding our understanding of the antecedents of job satisfaction and organizational commitment in public organizations.Show less

Parliamentary debates about Eurobonds during both the Eurozone crisis and the Covid-19 pandemic are studied. As a result, this study reveals how collective action framing was used to steer towards acceptance of the shared debt, which is a characteristic of Eurobonds, of the Next Generation Europe (NGEU) recovery program, while The Netherlands had initially positioned itself as a firm opponent. Six collective action frames are identified. These frames demonstrate how political parties use discourse to legitimize or delegitimize policy ideas and choices made on the EU level based on their position on European integration.Show less

The thesis consists of a...Show moreThis thesis analyses the role of directness of EU policy influence on the frame building by Eurosceptical parties in the context of politicisation of European integration. The thesis consists of a structured focused comparison of two cases in which domestic policy contestation took place regarding two European(ised) issues that differed in regards to the directness of EU policy influence present. These cases concern the EU’s ban on pulse fishing and the Dutch nitrogen crisis. In analysing the frame building present in each case an inductive qualitative content analysis is conducted on parliamentary contributions by the Dutch Party for Freedom (PVV) and Forum for Democracy (FvD) and their party manifestos are reviewed. The findings show that although both topics as such have become politicised in the domestic arena the frame building differs per case. When EU policy influence can be considered more direct, frames more directly involve the European dimension and tap more into external EU delegitimising discourses. However, when EU policy influence can be considered more indirect the domestic dimension is addressed more prominently and focus lies more on chastising the government and disputing the issue on party ideological grounds. These findings hint at the potential causal relevance of such a concept of ‘directness of EU policy influence’ that consolidates insights from the literature on Europeanisation and Multi-Level Blame Games. The thesis forwards a conceptualisation of this directness involving (1) the underlying authority structure of the European(ised) policy, (2) the degree of policy misfit it involves, (3) the soft or hard nature of the policy and (4) the visibility of the European dimension in the policy. The insights of the thesis might be of interests to scholars of politicisation of European integration, particularly post-functionalist scholars, as they help illuminate how the politicisation of a European(ised) policy does not necessarily bring about equivalent politicisation of European integration as a whole.Show less

The study allows a new perspective as analysis of political actors has not been done often in research. This study compares the relatively new theory on policy diffusion through democracy to the established policy diffusion theory of technocracy. The answer to the question is nuanced as both theories have been observed within the case study of the French national assembly concerning the prostitution policy. Diffusion through democracy indicates that rich, big, and culturally/geographically proximate countries are more often used in debates of the chamber due to voters’ familiarity with these countries than others. However, the analysis shows that these voters also influence technocratic involvement and henceforth, diffusion through technocracy.Show less

Among top civil servants, there is an elite group called the Top Management Group (TMG) which were established in 2000 and now consist of the 94 highest civil servants in the Netherlands. The TMG members are selected based on certain competences: political craft, managerial competencies, and subject-matter expertise. Each of these competences are influenced by the TMG member’s education. Post-educational institutes have also become more common for top civil servants to attend. Which could change the education background of the top civil servants. The aim of this research is therefore to evaluate the TMG members’ educational backgrounds and determine whether there is a difference between the educational background for the TMG members between 2000 and 2022. In some cases, the...Show moreThe European Commission, as the guardian of the treaties, has a powerful tool of infringement procedure to enforce the EU Member States to comply with European commitments. In some cases, the infringement dies down soon after it is initiated, and in other cases, the Member States and the Commission solve their disputes in the European Court of Justice. Most commonly, procedures are related to one specific legislation type – directives – due to their binding, but flexible nature to interpret laws negotiated at the supranational level. The non-compliance stems from a variety of reasons, some connected with Member States` inability, others – with the unwillingness to implement. However, how do these reasons relate to the process of infringement procedures? This thesis brings light to the political nature of the topic to reveal the motives behind the Commission`s actions to escalate or give up infringements. While substantial financial and administrative challenges of the Member State are viewed as a temporary hiccup for implementation, the Commission does not tolerate purposeful delay to align domestic preferences and administrative coordination with European provisions. Interestingly, the thesis reveals an important role of informal negotiations between the Member States and the Commission before the start of official infringement procedures. Finally, the thesis concludes that the Commission aims to assure that every EU citizen has access to the same opportunities, and infringement procedures allow it to do exactly that.Show less

Right-wing...Show moreThe influence of right-wing populist ideology on governments has increased over the past two decades and these developments are still ongoing in several countries over the world. Right-wing populist politics is often characterized by values of anti-pluralism and anti-elite, which threaten diverse, inclusive, and open societies. These influences in the form of populistic pressures may lead to democratic backsliding and can have far-reaching consequences on the administrative apparatus and political-administrative relations. Top civil servants as main actors within the democratic constitutional state and the civil service are important in safeguarding day-to-day governance and in dealing with populistic pressures and preventing democratic backsliding. This research, therefore, focuses on the perceptions and expectations of top civil servants regarding which strategies and actions a government with a populistic signature will adopt and subsequently the response of civil servants to these pressures. The findings show that the absolute majority of top civil servants expect that a government with a populist signature will adopt strategies and actions about centralization of both structure and resources and regarding the politicization of both norms and personnel. Furthermore, most top civil servants are neutral regarding their expectations of whether civil servants will respond. They consider it most likely that civil servants will resign, closely followed by speaking out against the policy. They find it more likely that civil servants will have a response than not respond, and finally, expect that civil servants will not be loyal to a populist government when dealing with populistic pressures.Show less
